Staff recommends expanding the requirement of AB 1234 training to all employees required to file under the City's Conflict of Interest Code and utilizing online training available through Vector Solutions for all other employees. CONSENT CALENDAR 16.Notice and Call of the General Municipal Election to be Consolidated with the San Bernardino County Statewide Election to be Held on Tuesday, November 8, 2022 (All Wards) p. 541 Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, California, take the following actions to conduct the General Municipal Election on Tuesday, November 8, 2022: 1.Adopt Resolution No. 2022-120 calling for the holding of a General Municipal Election to be held on Tuesday, November 8, 2022, for the election of certain officers as required by the provisions of the San Bernardino City Charter; 2.Adopt Resolution No. 2022-121 Requesting the Board of Supervisors of the County of San Bernardino consolidate a General Municipal Election to be held on Special Meeting Agenda June 15, 2022 Mayor and City Council of the City of San Bernardino Page 8 Printed 6/10/2022 Tuesday, November 8, 2022, with the Statewide General Election to be held on the same date pursuant to section 10403 of the Elections Code; 3.Adopt Resolution No. 2022-122 adopting regulations for Candidates for elective office pertaining to candidate statements submitted to the voters at an election to be held on Tuesday, November 8, 2022. 17.Resolution Authorizing the City Manager to Apply for a $300,000 TCC Planning Grant (All Wards) p. 556 Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, California adopt Resolution No. 2022-123 of the Mayor and City Council of the City of San Bernardino, California, authorizing the City Manager or designee to submit an application for a $300,000 Transformative Climate Communities (TCC) Planning Grant from the California Strategic Growth Council and execute all related documents if awarded. 18.City Board, Commission, and Citizen Advisory Committee Minutes Approved in April/May 2022 (All Wards) p. 561 Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino receive and file the minutes from the City board, commission, and citizen advisory committee meetings approved in April and May 2022. 19.Resolution Declaring Intent to Annex Territory: Community Facilities District No. 2018-1 (Safety Services) Annexation No. 5 (TR 20258) (Ward 7) p. 590 Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, adopt Resolution No. 2022-124 of the Mayor and City Council of the City of San Bernardino, California, declaring its intention to annex territory into Community Facilities District No. 2018-1 (Safety Services) of the City of San Bernardino, adopting a map of the area to be proposed (Annexation No. 5) and authorizing the levy of special taxes therein. 20.Amendment No. 2 to the ESG-CV2 Subrecipient Agreement with Step Up on Second Street, Inc. (All Wards) p. 619 Recommendation It is recommended that the Mayor and the City Council for the City of San Bernardino, California, 1.Approve Amendment No. 2 to the ESG-CV2 Subrecipient agreement between the City of San Bernardino and Step Up on Second Street, Inc.; and 2.Authorize the City Manager or designee to take any further actions and execute any further documents and certifications necessary to amend the agreement. Special Meeting Agenda June 15, 2022 Mayor and City Council of the City of San Bernardino Page 9 Printed 6/10/2022 21.Risk Management Insurance Renewal Fiscal Year 2022-23 (All Wards) p. 667 Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, California, approve the annual renewal of the City’s excess general liability insurance, excess workers’ compensation insurance, crime insurance, and cyber insurance, and authorize the City Manager or designee to execute any documents necessary to effect the renewal. 22.Approving Job Classifications and Amending the Salary Schedule (All Wards) p. 690 Recommendation Adopt Resolution No. 2022-125 of the Mayor and City Council of the City of San Bernardino, California, approving the following: 1.Agency Director of Administrative Services (U) job classification; 2.Agency Director of Community, Housing, and Economic Development (U) job classification; 3.Agency Director of Public Works, Operations, and Maintenance (U) job classification; 4.Animal License Inspector job classification; 5.Shelter Veterinarian job classification; 6.Increase to the salary range for the classification of Deputy Director/City Planner (U); 7.Increase to the salary range for the classification of Deputy Director of Public Works/City Engineer (U); and 8.Amendment of the City-wide salary schedule for full-time, part-time, temporary, and seasonal positions. 23.Request Purchase Authorization for Network Refresh (All Wards) p. 705 Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, California, authorize the Finance Director to execute the purchase of equipment with Sehi Computer Products, Inc. and Vector Resources, Inc. using respective contracts of NASPO and CMAS; and authorize the Director of Finance to issue a purchase order to Sehi Computer Products, Inc in an amount not to exceed $180,000 and to Vector Resources, Inc. in an amount not to exceed $273,000. 24.Purchase Authorization for FY 2022-23 Annual Usage Fees, Software Maintenance, and Hardware Maintenance (All Wards) p. 741 Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, California, authorize the Finance Director to execute the purchase of Annual Usage Fees, Software Maintenance, and Hardware Maintenance with Accela, Earth Science Research Institute (ESRI), OneMeeting (formerly known as PrimeGov), Tyler Technologies, and Verizon for FY 2022-23 for approximately $1.25 million. Special Meeting Agenda June 15, 2022 Mayor and City Council of the City of San Bernardino Page 10 Printed 6/10/2022 25.Art Projects Throughout the City (All Wards) p. 769 Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, California, receive and file an update on the public art programs. 26.2022-25 Senior Nutrition Program (All Wards) p. 776 Recommendation 1.Adopt Resolution No. 2022-126 of the Mayor and City Council of the City of San Bernardino, California approving a San Bernardino County Department of Aging and Adult Services (DAAS) Contract for Elderly Nutrition Program Services in the amount of $1,220,000 for the contract period of July 1, 2022 through June 30, 2025; 2.Ratify the Grant Budget submittal and accept the Grant Award of $406,667; 3.Authorize the Director of Finance or designee to amend the FY 2022/23 and FY 2023/24 adopted budgets to reflect grant revenue and expenditures accordingly; and approve certain related purchase orders for continued operation of the Senior Nutrition Program for the period of July 1, 2022 through June 30, 2023 27.Red Cross Centennial Campaign Program (All Wards) p. 1147 Recommendation Adopt Resolution No. 2022-127 of the Mayor and City Council of San Bernardino, California, approving the award of grant funds; and authorizing the City Manager or his designee to execute a Licensed Training Provider Agreement and Addendum with the Red Cross for the Centennial Campaign Program. 28.Outdoor Equity Grant Award Acceptance (All Wards) p. 1165 Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, California take the following actions: 1.approve and accept the awarded grant funds from the California Department of Parks and Recreation Outdoor Equity Program (OEP) in the amount of $605,321.26; 2.Authorize the City Manager, or designee, to execute any documents related to the grant award; 3.Adopt Resolution 2022-134 authorizing the Director of Finance to amend the FY 2022/23-24 operating budget and appropriate the grant funds for the period of April 2022 through April 2025. 29.Setting the 2022 Regulatory Fee for the Sale of Fireworks (All Wards) p. 1171 Recommendation Adopt Resolution No. 2022-128 of the Mayor and City Council of the City of San Bernardino, California, setting the 2022 Regulatory Fee Rate of 10% for the sale of "safe and sane" fireworks in the City of San Bernardino. SpecialMeeting Agenda June 15, 2022 Mayor and City Council of the City of San Bernardino Page 11 Printed 6/10/2022 30.Approval of the Municipal Facilities License Agreement (MLA) Between the City of San Bernardino and New Cingular Wireless PCS, LLC (AT&T) for the Installation of Small Cell Facilities on Municipal Facilities; and Determine that the MLA is Categorically Exempt from CEQA (All Wards) p. 1180 Recommendation Adopt Resolution No. 2022-129 of the Mayor and City Council of the City of San Bernardino, California, approving the Municipal Facilities License Agreement (MLA) between the City of San Bernardino and New Cingular Wireless PCS, LLC (AT&T) for the installation of Small Cell Facilities on Municipal Facilities; and determine that the MLA is Categorically Exempt from CEQA. 31.Construction Contract Award – Installation of Advanced Dilemma Zone Detection at 49 Intersections on Three Corridors: Baseline Street, Mount Vernon Avenue, and Highland Avenue (Wards 1, 2, 3, 4, 6 & 7) p. 1215 Recommendation Adopt Resolution No. 2022-130 of the Mayor and City Council of the City of San Bernardino, California: 1.Authorizing the Director of Finance to record a budget amendment in the amount of $1,930,825.40 from the Highway Safety Improvement Program (HSIP) grant fund balance for the construction and installation of the Advanced Dilemma Zone Detection System at 49 signalized intersections; and 2.Approving the award of a Construction Contract with Elecnor Belco Electric, Inc. in the amount of $3,757,314 for the construction and installation of the Advanced Dilemma Zone Detection system at 49 signalized intersections on three corridors: Baseline Street, Mount Vernon Avenue, and Highland Avenue; and 3.Authorizing the project construction, construction contingencies and inspection costs in the total amount of $3,879,340 for the construction and installation of the Advanced Dilemma Zone Detection system at 49 signalized intersections on three corridors: Baseline Street, Mount Vernon Avenue, and Highland Avenue; and 4.Authorizing the City Manager, or designee, to expend the contingency fund, if necessary, to complete the project. 32.Amendment No. 4 to Agreement with Tetra Tech, Inc. (Ward 1) p. 1303 Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, California, authorize the City Manager to execute all documents in support of Amendment No. 4 to the Agreement with Tetra Tech for the 2nd Street Bridge replacement at Warm Creek.
