Roberson to the Public Safety and Human Relations Commission representing Ward 5. Mr. Roberson will replace Daniel E. Peeden with the term ending December 2024. Council Staff has verified that appointee is a registered voter within the City. 4.Electoral Redistricting Advisory Committee Appointment (Ward 1) P.37 Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, California, approve the appointment of Ms. Venus L. Williams to the Electoral Redistricting Advisory Committee representing Ward 1. This term will end once the City’s ward map, based upon the 2020 US Census data, is adopted by the Mayor and City Council. Council Staff has verified that appointee is a registered voter within the City. DISCUSSION 5.Introduction and First Reading of Ordinance MC-1566 Amending Section 8.24.090 Entitled (Mandatory Residential, Commercial and Multi-Family Recycling and Organic Recycling) of the San Bernardino Municipal Code; and Adding Section 8.24.095 Entitled (Mandatory Commercial Edible Food Recovery), into Chapter 8.24 of the San Bernardino Municipal Code. P. 48 Recommendation Introduce, read by title, and waive further reading of Ordinance MC-1566 of the Mayor and City Council of the City of San Bernardino, California, amending Section 8.24.090 of Chapter 8.24 of Title 8 of the San Bernardino Municipal Code (“SBMC”) pertaining to requirements for the proper collection and storage of recyclable materials and organic waste and adding Section 8.24.095 to Chapter 8.24 of Title 8 of the SBMC reflecting state requirements for commercial edible food generators and food recovery organizations and services. PUBLIC HEARINGS 6.Public Hearing on Electoral Redistricting Draft Maps (All Wards) P.62 Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, California take the following actions: 1.Receive the staff report and presentation. 2.Conduct a Public Hearing to obtain public input and provide direction to staff on recommended changes, if any, to the draft map(s). 3.Approve draft map(s) for circulation to the public for comment. CONSENT CALENDAR 9.Approval of Commercial and Payroll Disbursements (All Wards) P. 251 Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, California approve the commercial and payroll disbursements for October 2021. 10.Memoranda of Understanding and Compensation and Benefits Plan with Bargaining Groups P.286 Recommendation It is recommended that the Mayor and City Council take the following actions: 1)Adopt Resolution No. 2021-268 of the Mayor and City Council of the City of San Bernardino, California, approving the Middle Management Employees Memorandum of Understanding (MOU), the General Unit Employees Memorandum of Understanding (MOU), Job Descriptions, and Updating the City-wide Salary Schedule. 2)Adopt Resolution No. 2021-269 of the Mayor and City Council of the City of San Bernardino, California, approving the Management/Confidential Employees Compensation and Benefits Plan. 11.Annual Purchase Order for Daniels Tire Service (All Wards) P. 1157 Recommendation Adopt Resolution No. 2021-263 of the Mayor and City Council of the City of San Bernardino, California, authorizing the City Manager to execute an agreement with and issue an Annual Purchase Order to Daniels Tire Service for the purpose of supplying light and heavy equipment tires and tire related services in an amount not to exceed $158,000 on an annual basis with four single year renewal options to the Public Works Department, Fleet Division, for the maintenance of City owned vehicles and equipment. 12.Issuance of a Purchase Order to Fairview Ford Sales for the Purchase of One New 2021 Ford F-450 Stake Bed with Tommy Lift Gate and One New Ford F-150 Super Cab (All Wards) P. 1179 Recommendation Adopt Resolution No. 2021-264 of the Mayor and City Council of the City of San Bernardino, California, authorizing the Director of Finance to issue a purchase order Regular Meeting Agenda November 3, 2021 Mayor and City Council of the City of San Bernardino Page 6 Printed 10/29/2021 to Fairview Ford Sales in an amount not to exceed $100,000 to purchase one new 2021 Ford F-450 Stake Bed with Tommy Lift Gate and one new 2021 Ford F -150 Super Cab. 13.Purchase of Vermeer SC802 Stump Cutter (All Wards) P.1207 Recommendation Adopt Resolution No. 2021-265 of the Mayor and City Council of the City of San Bernardino, California, authorizing the City Manager to execute the purchase of one new 2021 Vermeer SC802 Stump Cutter in the amount of $73,652.01 for the Public Works Department which was approved for funding through the Fiscal Year 2021/22 Operating Budget Report. 14.Award Design Services Agreement for a Raised Median Island Along Kendall Dr Curve P. 1214 Recommendation Adopt Resolution No. 2021-266 of the Mayor and City Council of the City of San Bernardino, California, approving the award of a Design Services Agreement with Adams Streeter Civil Engineers in the amount of $87,394 for the design of a raised median island and the closure of two turnouts along Kendall Drive from “E” Street to “H” Street. 15.Animal Shelter Electrical Service Replacement (Ward 3) P. 1287 Recommendation Adopt Resolution No. 2021-267 of the Mayor and City Council of the City of San Bernardino, California: 1.Authorizing the Director of Finance to appropriate entire amount of $149,713 from the Animal Control Department Fund Balance Account to the Animal Shelter Electrical Project Account in accordance with Contract Change Order (CCO) #1 for CIP Project No. 8776 with TSR Construction and Inspection; and 2.Authorizing the Director of Finance to increase the purchase order to reflect the full, approved project cost. ADJOURNMENT The next joint regular meeting of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency will be held on Wednesday, November 17, 2021, in the Council Chamber located at 555 West 6th Street, San Bernardino, California 92401. Any member of the public desiring to speak to the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency concerning any matter not on the agenda but which is within the subject matter jurisdiction of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency may address the body at the end of the meeting, during the period reserved for public comments. Said total period for public comments shall not exceed 60 minutes, unless such time limit is extended by the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency.
