The Pledge of Allegiance was led by the Mayor. CLOSED SESSION REPORT City Attorney Gary Saenz said there was nothing to report from Closed Session. PRESENTATIONS 1. Chamber of Commerce & Local Elected Officials Announcements Jim Wheeler, Chairman of the Chamber’s board of directors, announced the group’s upcoming events. PUBLIC COMMENTS FOR ITEMS LISTED AND NOT LISTED ON THE AGENDA Lyseth Mendoza, San Bernardino, spoke about the street vendor ordinance and thanked the council for being willing to listen to the community. She suggested they not waive second reading because there were some issues remaining with the item. Cheryl Brown (speaking on behalf of Hardy Brown), San Bernardino, said he is concerned about the firing of the City Manager, an MOU to give police a 3.5 raise annually until 2020, and the loss of income for salaries to police officers who live outside the community. If the city is good enough to work why are citizens screened out of the employment process when they apply. Luis Ojeda, San Bernardino, thanked city departments for improvement of street cleanliness, tree trimming and repair of potholes. He voiced a complaint about the police department for not addressing his suggestion for a citizen patrol. He said it is not about money but lack of creativity and willingness to work with the community. David Friedman said some cities have had great results in using horse mounted patrols in their downtown area. Councilmember Sanchez pulled items 12 and 19, Councilmember Ibarra pulled items 6, 8, 10 and 12. Councilmember Figueroa pulled items 6 and 12. Councilmember Nickel pulled items 17 and 18. The City Manager pulled items 7 and 23 because they need more time to work on them. She also moved item 16 to the staff report. City Attorney asked that item 24 be continued to the next meeting.
