Mayor John Valdivia Council Members Theodore Sanchez Sandra Ibarra Juan Figueroa Fred Shorett Henry Nickel Bessine Richard Jim Mulvihill Special Meeting Minutes May 29, 2019 Mayor and City Council of the City of San Bernardino Page 2 Printed 5/29/2019 Mayor Valdivia read a statement regarding the animal Shelter and said he was creating the Animal Shelter Ad Hoc Council Committee with Council Member Mulvihill as chair, and Council Members Ibarra and Figueroa as members. PUBLIC COMMENTS FOR ITEMS LISTED ON THE AGENDA 1. Harry Hatch, discussed budget issues that the council should consider in their deliberations, specifically the regulatory fee for fireworks. 2. Tim Dorame, spoke about the animal shelter not being anyone's problem but San Bernardino's. 3. Paul Sanborn congratulated the Ward 3 councilmember for his recent election, defended the Mayor and said he’d only been in for five months and discussed ways for the city to save money. 4. Robert Porter, thanked the mayor for his response to the animal shelter issue, said he was lobbying the county regarding cannabis licenses and spoke about using Arrowhead Peak and its history to attract visitors to SB. 5. Cheryl Brown spoke about the budget, specifically questioning the police department's automatic raises until 2020 and asked that funds not be taken from the libraries. 6. Treasure Ortiz spoke about the budget and the city needing transparency and leadership. 7. Ivan Garcia spoke about street and alleyway improvement and said he has attempted since February to get a response, without resolution. He said the otholes are dangerous and embarrassing and there must be some funds somewhere to fix potholes. 8. Micaela Sepulveda spoke about fireworks and their effects on her dogs. She spoke about her experience looking for them at the animal shelter. 9. Milton Clark, said libraries are a passion for him and an asset for the city and asked the council to consider their value when making is budget decision. 10. Loraine Wagner thanked Council Member Sanchez for his support of the libraries and spoke about potential closure of branch libraries. 11. Council Member Ibarra read a letter from Assemblywoman Eloise Reyes, who stated that her office was ready to work with the city on a community-based approach to the animal shelter issue. STAFF REPORTS 1. Certified Election Results Approved Motion: Adopt the resolution. Reso. 2019-85 Resolution of the Mayor and City Council of the City of San Special Meeting Minutes May 29, 2019 Mayor and City Council of the City of San Bernardino Page 3 Printed 5/29/2019 Bernardino, California, reciting the facts of the Special Municipal Election held in said City on the 7th day of May 2019, declaring the results thereof, and setting forth such other matters as are provided by law. RESULT: ADOPTED [6 TO 0] MOVER: Theodore Sanchez, Council Member, Ward 1 SECONDER: Henry Nickel, Council Member, Ward 5 AYES: Sanchez, Ibarra, Shorett, Nickel, Richard, Mulvihill AWAY: Juan Figueroa 2. Relocation of City Council Meetings to Feldheym Library Approved Motion: Adopt the resolution. Reso. 2019-150 Resolution of the Mayor and City Council of the City of San Bernardino, California, authorizing the relocation of Regular and Special City Council meetings to the Bing S. Wong Lecture Hall located at Feldheym Library (555 W 6th Street, San Bernardino, CA 92410) beginning on Wednesday, August 7, 2019. RESULT: ADOPTED [6 TO 1] MOVER: Henry Nickel, Council Member, Ward 5 SECONDER: Sandra Ibarra, Council Member, Ward 2 AYES: Sanchez, Ibarra, Figueroa, Shorett, Nickel, Richard NAYS: James Mulvihill 3. Presentation of FY 2019/20 Proposed Budget Acting City Manager Teri Ledoux and Interim Finance Director Rita Conrad presented the FY 2019/20 Proposed Budget. No vote was taken on this item. Mayor Valdivia announced he was creating the Economic Development Ad Hoc Council Committee, with Council Member Nickel as chair, and Council Members Sanchez and Figueroa as members. He charged them with studying budget issues and reporting back to the council by June 5, 2019. CLOSED SESSION The Mayor and Council moved to closed session at 7:18 p.m. Special Meeting Minutes May 29, 2019 Mayor and City Council of the City of San Bernardino Page 4 Printed 5/29/2019 CLOSED SESSION REPORT Senior Assistant Attorney Sonia Carvalho announced that the Mayor nd City Council had voted 6-2, with council members Shorett and Mulvihill dissenting, to dismiss the City Manager without cause. ADJOURNMENT The meeting adjourned at 7:30 p.m. The next joint regular meeting of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency will be held on Wednesday, June 5, 2019 in the Council Chamber located at 201 North “E” Street, San Bernardino, California 92401.
