WEDNESDAY, MARCH 27, 2019
COUNCIL CHAMBER
The Joint Special Meeting of the Mayor and City Council of the City of San Bernardino
was called to order by Mayor John Valdivia at 5:32 PM, Wednesday, March 27, 2019, in
the Council Chamber, 201 North "E" Street, San Bernardino, CA.

• Councilmember Shorett protested that the meeting was not a legally posted
meeting and asked for input from the City Attorney;
• City Attorney Saenz said he and most of the City staff had no idea what the
meeting was about and that it is not consistent with the Brown Act’s requirement
for a meaningful agenda. He said that Brown Act requires that meetings be open
and public and an agenda with three words is not sufficient to advise the public
about what is being discussed.
• He said he did not believe that the substance of the agenda met the
requirements of the Brown, even if the posting time was in compliance.
• City Clerk Gigi Hanna said that she had received the request to post the meeting
from the Mayor’s Office on Friday, asked if there would be back up, was told no
and posted the meeting in compliance with the 24-hours’ notice mandated for
special meetings.
• Mayor Valdivia said the meeting was complaint with the Act and would continue
the meeting.
Mayor Valdivia read a statement about the mid-year budget.
No presentation occurred nor vote taken on this item. After further input from the
council, Mayor Valdivia asked that the item be agendized as a staff report on April 3,
2019 meeting.
Adjournment
The meeting adjourned at 6:35 p.m.
The next joint regular meeting of the Mayor and City Council will be held on
Wednesday, April 3, 2019 in the Council Chamber located at 201 North “E” Street,
San Bernardino, California 92401. Closed Session will begin at 5:30 p.m. and Open
Session will begin at 7:00 p.m.
