HomeMy WebLinkAboutItem No. 06 - Stop Sign Installation at Three Locations Page 1 Consent Calendar City of San Bernardino Request for Council Action Date: April 1, 2020 To: Honorable Mayor and City Council Members From: Teri Ledoux, City Manager By:Kris Jensen, Director of Public Works Subject: Various Stop Signs Installation Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2020-56, amending Resolution No. 655 entitled, in part, “A Resolution… designates certain streets or portions thereof as through highway…” and directing staff to install stop signs at the following three intersections: 1. 44th /41st Streets and “F” Street /1st Avenue (4-way) 2. Spruce Street and Chestnut Avenue (4-way) 3. Roberds Avenue and Vine Street (2-way) Background Staff has received citizen requests to consider the installation of stop sign controls at three intersections within the following three residential areas: Area #1 - 44th /41st Streets and “F” Street /1st Avenue (Attachment #1); and Area #2 - Spruce Street and Chestnut Avenue (Attachment #2); and Area #3 - Roberds Avenue and Vine Street (Attachment #3). Guidelines published in the California Manual of Uniform Traffic Control Devices (CA MUTCD) on the use of stop signs have been adopted by the Cit y. The guidelines recommend the use of a stop sign facing the minor street of a 4 -legged intersection and the terminating leg of a T-intersection, if certain conditions exist to better clarify and regulate right-of-way at an intersection. None of the three intersections evaluated by staff have existing stop signs on any of the approaches. On March 9, 2020, the Public Safety and Human Relations Commission supported staff’s recommendation for the establishment of the 4 -way and 2-way Stops at the aforementioned intersections. Discussion Staff investigated traffic conditions at the three intersections referenced above and found that the stop signs should be installed to better clarify the rules of the road at each intersection. Stop signs are also recommended to mitigate sight distance issues 6652 Page 2 such as corner landscaping, corner perimeter or structure walls, and/or horizontal or vertical road curvature which may exist at these locations. The table below identifies the types of sight distance issues found on each intersection. The stop signs proposed at these intersections will be consistent with other intersections City-wide that has stop sign controls posted at the minor street or the terminating approach. The City must designate roadways as Through Highways in order to implement traffic control measures. Staff presented the proposed stop sign location to the City’s Public Safety and Human Relations Commission (PS&HR) at its March 9, 2020 meeting. The Commission has recommended the establishment of the all-way stops at the intersections of 44th Street/41st Streets (County) at “F” Street/1st Avenue (County); Chestnut Avenue at Spruce Street; and Two-Way Stop sign Roberds Avenue and Vine Street. 2020-2025 Strategic Key Targets and Goals This project is consistent with Key Target No: 1d : Minimize risk and litigation exposure. Installation of traffic control at these intersections will increase motorist and pedestrian safety at these locations, reducing the potential for exposure to litigation related to unsafe driving. Fiscal Impact There is no General Fund impact. The estimated cost to install the “Stop” signs and add pavement markings is $4,500. Funding for this Project is available in the adopted FY 2019/20 Operating Budget in Traffic Signs & Markings, Account No. (126 -400-0152- 5111). Conclusion It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2020-56, amending Resolution No. 655 entitled, in part, “A Resolution… designates certain streets or portions thereof as through highway…” and directing staff to install stop signs at the following three intersections: 6652 Page 3 1. 44th /41st Streets and “F” Street /1st Avenue (4-way) 2. Roberds Avenue and Vine Street (2-way) Attachments Attachment 1 Resolution No. 2020-56 Attachment 2 Vicinity and Location Maps (Area #1) Attachment 3 Vicinity and Location Maps (Area #2) Attachment 4 Vicinity and Location Maps (Area #3) Wards: 1, 4, 6 Synopsis of Previous Council Actions: None Resolution No. 2020-56 RESOLUTION NO. 2020-56 RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION NO. 655 ENTITLED, IN PART, “A RESOLUTION…DESIGNATES CERTAIN STREETS OR PORTIONS THEREOF AS THROUGH HIGHWAY…” AND DIRECTING STAFF TO INSTALL STOP SIGNS AT THE FOLLOWING LOCATIONS 44TH/41ST STREETS AND “F” STREET/1ST AVENUE 94 WAY); SPRUCE STREET AND CHESTNUT AVENUE (4 WAY); AND ROBERDS AVENUE AND VINE STREET (2 WAY) WHEREAS, the Traffic Engineering Section of the Public Works Department received a request to evaluate the intersection of 44th Street/41st Street (County) at “F” Street/1st Avenue (County); Chestnut Avenue at Spruce Street; and Roberds Avenue at Vine Street; and WHEREAS, the intersections of 44th Street/41st Street at “F” Street/1st Avenue and Chestnut Avenue at Spruce Street meet the warrants for an ALL WAY STOP sign installation and the intersection of Roberds Avenue and Vine Street meet the warrants for a TWO-WAY STOP sign installation. It was determined that intersection safety would be enhanced if stop signs are installed; and WHEREAS, On March 9, 2020 the Public Safety and Human Relations Commission supported staff recommendation for the establishment of the 4-way and 2-way Stops at these intersections BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The above recitals are true and correct and are incorporated herein by this reference. SECTION 2. Resolution No. 655, which designates certain streets, or portions thereof, as through highways, Section One is amended by adding Subsections (3.9) 44th STREET (41st Street in County) and (4.75) “F” STREET (1st Avenue in County) to read as follows: “(5.34) “44th” STREET (41st Street in County) (A) At its intersection with ‘F” Street (1st Avenue County) (All-Way Stop)” “(4.75) “F” STREET (1st Avenue in County) Resolution No. 2020-56 (A) At its intersection with ‘F” Street (1st Avenue in County) (All-Way Stop)” SECTION 3. Resolution No. 655, which designates certain streets, or portions thereof, as through highways, Section One is amended by adding Subsection “C” to Subsection (16.3) SPRUCE STREET to read as follows: “(16.3) SPRUCE STREET (C) At its intersection with Chestnut Street (All-Way Stop)” SECTION 5. Resolution No. 655, which designates certain streets, or portions thereof, as through highways, Section One is amended by amending Subsection (21.65) VINE STREET to read as follows: “(21.65) VINE STREET (A) At its intersection with Roberds Avenue” SECTION 6. The City Council finds this Resolution is not subject to the California Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty, as in this case, that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. SECTION 7. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this Resolution are declared to be severable. SECTION 8. Effective Date. This Resolution shall become effective immediately.
