Carey Davis at 10:03 AM, Wednesday, February 1, 2018, in the Board Room, 201 North "E" Street, San Bernardino, CA. CONSENT CALENDAR 1. Waive Full Reading of Resolutions and Ordinances Speaker James Penman Approved Motion: Waive full reading of the Ordinance on the agenda dated February 1, 2018. RESULT: ADOPTED \[6-0\] MOVER: Jim Mulvihill, Council Member, Ward 7 SECONDER: Fred Shorett, Council Member, Ward 4 AYES: Marquez, Barrios, Shorett, Nickel, Richard, Mulvihill ABSENT: Valdivia PUBLIC HEARING 2. Extension of the Moratorium on Commercial Marijuana Land Uses and Activities, Outdoor Personal Cultivation of Marijuana and Cannabis Events Mayor Davis stated that the City Attorney had advised him that the City Council has the ability to enact reasonable limitations on public comment during public hearings and in the interest of getting the necessary work done in advance of a February 2 deadline for an extension to the moratorium, public hearing comments should be limited to one hour. Approved Motion: Limit public hearing testimony to one hour overall. RESULT: ADOPTED \[6-0\] MOVER: Jim Mulvihill, Council Member, Ward 7 SECONDER: Fred Shorett, Council Member, Ward 4 AYES: Marquez, Barrios, Shorett, Nickel, Richard, Mulvihill ABSENT: Valdivia City Clerk Hanna swore in those members of the public who were to speak on the matter. MC-1457 Ordinance of the Mayor and City Council of the City of San Bernardino, California, extending the 45-day moratorium related to certain commercial marijuana land uses and activities, outdoor personal cultivation, and cannabis events for up to 10 months and 15 days. RESULT: ADOPTED \[7-0\] MOVER: Jim Mulvihill, Council Member, Ward 7 SECONDER: Virginia Marquez, Council Member, Ward 1 AYES: Marquez, Barrios, Valdivia, Shorett, Nickel, Richard, Mulvihill 3. Public Comments for Items Not on the Agenda Sung Kim, Colton, asked the council to announce that they would not raid any marijuana business over the next 10 months and asked that they begin taking applications now because it would bring a significant amount of money into the city. He said San Bernardino could set the example for the rest of the country. 4. Adjournment The meeting adjourned at 11:29 a.m. The next joint regular meeting of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency is scheduled for 4:00 p.m., Wednesday, February 7, 2018, in the Council Chamber at 201 North “E” Street, San Bernardino, California 92401. Closed Session will begin at 4:00 p.m. and Open Session will begin at 5:00 p.m. The next joint regular meeting of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency will be held on Wednesday, February 7, 2018 at 4:00 p.m. in the Council Chamber located at 201 N. E Street, San Bernardino, California 92401.
