Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, provide direction to staff regarding the Jerry Lewis Swim Center Facility
Improvements Project (-34:
1. Approving the award of a Construction Contract with San Marino Roof
Co., Inc. in the amount of $199,703 for Jerry Lewis Swim Center Facility
Improvements; and
2. Approving an amendment to the FY2019/20 Community Development
Block Grant program of work to reflect a total budget amount of $230,000
for the Project, including the cost of the Construction Contract in the
amount of $199,703, project contingency in the amount of $20,000, and
engineering and inspection budgets in the amount of $10,297; and
3. Authorizing the City Manager or designee to expend the contingency fund,
if necessary, to complete the project; and
4. Authorizing the Director of Finance to reallocate the remaining $210,000 in
unused CDBG funding from this project to support other, previously
approved, CDBG eligible Public Works Projects.
Background
The Public Works Department, Building Maintenance Division, is responsible for
maintaining the Jerry Lewis Swim Center located at 831 E. Highland Avenue, San
Bernardino. The existing roof of the Community Center is about 25 years old and has
exceeded its useful life and is no longer serviceable. Roof leaks could damage
the roof is not
replaced. The existing Heating, Ventilation, and Air Conditioning (HVAC) Systems for
this facility consists of two (2) units that are about thirty (30) years old and no longer
efficient. Therefore the system must be upgraded by replacing HVAC systems and
required duct work.

RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
APPROVING THE AWARD OF A CONSTRUCTION
CONTRACT WITH SAN MARINO ROOF CO., INC. IN
THE AMOUNT OF $199,703 FOR JERRY LEWIS SWIM
CENTER FACILITY IMPROVEMENTS; AUTHORIZING A
CONSTRUCTION CONTINGENCY IN THE AMOUNT OF
$20,000; AND AUTHORIZE THE CITY MANAGER OR
DESIGNEE TO EXPEND THE CONTINGENCY FUND, IF
NECESSARY, TO COMPLETE THE PROJECT
WHEREAS, the City of San Bernardino owns, operates and is responsible for the
maintenance of a number of municipal facilities, including Jerry Lewis Swim Center; and
WHEREAS, staff have identified the need for the replacement of the roof and HVAC
system, at Jerry Lewis Swim Center to preserve the City-owned asset; and
WHEREAS, Community Development Block Grant (CDBG) funding to perform the
roof and HVAC System replacement at this facility was approved on May 15, 2019, by the
Mayor and City Council in the amount of $440,000; and
WHEREAS, staff administered a competitive bid process to secure a construction
contract to perform the roof and HVAC system replacement project; and
WHEREAS, the City received one (1) bid on January 9,2020, and San Marino Roof Co.
Inc. of Orange to complete the roof and HVAC system replacement at Jerry Lewis Swim Center;
and
WHEREAS, the total project costs of $199,703 are well below CDBG funding allocated
for the project and the unused funds are eligible for reallocation to other previously approved
CDBG eligible Public Works Project.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this
reference.
SECTION 2. The Director of Finance is authorized to amend the Fiscal Year 2019-2020
CIP to Include Jerry Lewis Swim Center Facility Improvements Project 13361 in a total project
amount of $230,000.
SECTION 3. The City Manager is authorized to execute a construction agreement
