HomeMy WebLinkAboutItem No. 21-City County Payment Program FY 2019/20 21 Consent Calendar City of San Bernardino Request for Council Action Date: February 5, 2020 To: Honorable Mayor and City Council Members From: Teri Ledoux, City Manager By: Kris Jensen, Director of Public Works Subject: City County Payment Program FY 2019/20 Recommendation Adopt Resolution No. 2020-33 of the Mayor and City Council of the City of San Bernardino, California, authorizing the submittal of an application for payment programs for recycling beverage containers offered by CalRecycle and approving related authorizations. Background The California Beverage Container Recycling and Litter Reduction Act provides funding to local governments for specified beverage container recycling and litter reduction activities that encourage communities to recycle beverage containers. Resolution No. 2018-295 was approved and the funding request for Beverage Container Recycling and Litter Reduction Activities provided the City $53,751 for the continued implementation and promotion of beverage container and litter reduction activities within the City of San Bernardino. The City has received approximately $54,000 from the Department of Conservation, Division of Recycling, for seventeen of the past eighteen years. The Program is responsible for opportunities to replace old and damaged residential recycling receptacles at no charge, promotional and innovative recycling and waste receptacle combo sets at events such as I.E. 66ers home games and partnered with EcoHero LLC., to visit elementary schools and perform a recycling based skit on the importance of recycling and doing what is right for the Earth. If awarded, this will be the seventeenth year that the City will have received beverage container recycling funds from the Department of Resources, Recycling and Recovery (CalRecycle), which administers this program. Discussion payment programs from the State (CalRecycle). CalRecycle views applicants as entire entities rather than individual divisions within an entity. CalRecycle often estimates funding amount based on total funding amount and calculated on a per capita basis. CalRecycle does not guarantee actual funding amount until application is approved. Packet Pg. 889 Page 1 21.a Resolution No. 2020-33 RESOLUTION NO. 2020-33 RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR PAYMENT PROGRAMS FOR RECYCLING BEVERAGE CONTAINERS OFFERED BY CALRECYCLE AND APPROVING RELATED AUTHORIZATIONS WHEREAS, pursuant to Public Resources Code sections 48000 et seq., 14581, and 42023.1(g), the Department of Resources Recycling and Recovery (CalRecycle) has established various payment programs to make payments to qualifying jurisdictions; and WHEREAS, in furtherance of this authority, CalRecycle is required to establish procedures governing the administration of the payment programs; and WHEREAS, cedures for administering payment programs require, related to the administration of the payment program; and WHEREAS, City proposes to utilize the grant funds to provide education and outreach for beverage container recycling, which involves support for new and existing beverage container recycling programs for businesses, multi-family residential dwellings, single-family residential dwellings, public education and outreach related to beverage container recycling. BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The above recitals are true and correct and are incorporated herein by this reference. SECTION 2. The City Manager, or her designee, is authorized to submit an application to CalRecycle for any and all payment programs offered. SECTION 3. The City Manager, or her designee, is hereby authorized as Signature Authority to execute all documents necessary to implement and secure payment under the City/County Payment Program or any other payment programs. SECTION 4. This authorization is effective until rescinded by the Signature Authority or this governing body.
