Subject: Authorize the Issuance of a Purchase Order to RDO Vermeer
for One Brush Chipper
Recommendation
It is respectfully recommended that the Mayor and City Council of the City of San
Bernardino, California, adopt Resolution No. 2020-31:
1. Authorizing the purchase of a 2019 Vermeer BC1800XL Brush Chipper from
RDO Vermeer, LLC of Fontana, CA, in the amount of $59,697.79; and
2. Authorizing the Finance Director to record budget amendments in the current
Streets and Tree Maintenance operating budgets to reallocate funding for the
purchase; and
3. Authorizing the Finance Director to issue a purchase order in the support of the
equipment purchase.
Background
The Public Works Operations and Maintenance Division is responsible for the care and
maintenance of all trees located in the City right-of-way, City parks and at City
properties (city trees). Maintenance includes trimming trees, removing dead and
diseased trees, addressing trees that cause damage to sidewalks, and emergency
response to public and private fallen trees that are blocking the right-of-way or roadway
access.
The Division relies on a number of pieces of equipment to perform this work, including
aerial trucks and a commercial brush chipper. Currently, the City does not own a brush
chipper and must rent the equipment to support a program of ongoing tree maintenance
and emergency response. At this time, the chipper is being rented at a rate of
$5,426.75 per month.
In an effort to make the most effective and best use of limited operational funding, staff
inquired with the current rental vendor, RDO Vermeer, LLC., (RDO) of Fontana, CA,
and requested pricing to purchase the current brush chipper outright. RDO has provided
purchase pricing information (Attachment 2) that reflects the cost of the brush chipper

RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
AUTHORIZING THE PURCHASE OF A 2019 VERMEER
BC1800XL BRUSH CHIPPER FROM RDO VERMEER, LLC
OF FONTANA, CA, IN THE AMOUNT OF $59,697.79,
AUTHORIZING THE FINANCE DIRECTOR TO RECORD
BUDGET ADJUSTMENTS IN THE STREETS AND TREE
MAINTENANCE OPERATING BUDGETS TO
REALLOCATE FUNDING TO THE PURCHASE, AND
AUTHORIZING THE FINANCE DIRECTOR TO ISSUE A
PURCHASE ORDER IN SUPPORT OF THE EQUIPMENT
PURCHASE
WHEREAS, the City of San Bernardino is responsible for the regular maintenance of
City street trees within the public right-of-way; and
WHEREAS, the City has been renting a brush chipper from RDO Vermeer, LLC for
$5,426.75 per month to support staff in performing the regular maintenance program of work;
and
WHEREAS, the City has evaluated the fiscal impacts of continuing to rent this
equipment on a monthly basis versus purchase the equipment to be added as a permanent unit to
the City fleet; and
WHEREAS, as part of the cost evaluation, the City solicited a quote from RDO
Vermeer, LLC, a sole source vendor, for the purchase of a 2019 Vermeer BC1800XL Brush
Chipper; and
WHEREAS, RDO Vermeer, LLC has provided an opportunity to purchase the brush
chipper for an amount of $59,694.79; and
WHEREAS, the City has determined that a one-time purchase of the equipment is a
more fiscally responsible approach to securing the equipment, and results in long term
operational cost savings to the City.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this
reference.
SECTION 2. The City Manager is hereby authorized to purchase a 2019 Vermeer BC1800XL
Brush Chipper from RDO Vermeer, LLC of Fontana in an amount not to exceed S59.697.79.
