HomeMy WebLinkAboutItem No. 17-Homeland Security Grant Program 17 Consent Calendar City of San Bernardino Request for Council Action Date: February 5, 2020 To: Honorable Mayor and City Council Members From: Teri Ledoux, City Manager By: Eric McBride, Acting Chief of Police Subject: Homeland Security Grant Program Recommendation It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2020-29, authorizing the City Manager to accept the FY 2018 Homeland Security Grant Program (HSGP) in the amount of $38,025; and authorizing the Director of Finance to amend the FY 2019/20 Adopted Budget to increase revenue and expenditures by $38,025. Background The City of San Bernardino has participated in the Homeland Security Grant Program (HSGP) since 2011. The purpose of the FY 2018 HSGP is to support comprehensive Homeland Security Grant Programs at the local level and to encourage the improvement of mitigation, preparedness, and response and recovery capabilities for all hazards. The City has received a project approval and expenditure notification letter granting the City an amount of $38,025 to purchase an Operational Response Vehicle to be used as a prime mover. Discussion The San Bernardino County Fire Protection District Office of Emergency Services is the grant administrator for the HSGP. In December of 2017, they called for project proposals and applications. Staff submitted a proposal to purchase a vehicle to be used as a prime mover to tow or transport various pieces of equipment to incident scenes. Since the project was submitted, a prime mover vehicle was purchased using a separate grant so the vehicle is no longer needed. Staff is currently identifying services and equipment that will improve preparedness, response, and recovery capabilities for all hazards and will modify the original proposal. The City has received approval for the funding and will use the funds to purchase the appropriate services and equipment as prescribed by the grant. 2020-2025 Key Strategic Targets and Goals The request to authorize the receipt, obligation, and expenditure of the FY 2019 HSGP aligns with Key Strategic Target and Goal No. 3c: Improve Quality of Life. Constantly evaluate public safety service delivery models to enhance the quality of service. Packet Pg. 733 Page 1 17.a Resolution No. 2020-29 RESOLUTION NO. 2020-29 RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO ACCEPT THE FY 2018 HOMELAND SECURITY GRANT PROGRAM (HSGP) GRANT AND AUTHORIZING THE DIRECTOR OF FINANCE TO AMEND THE ADOPTED FY 2019/20 BUDGET TO INCREASE REVENUE AND EXPENDITURES BY $38,025 WHEREAS, the City of San Bernardino has been awarded the FY2018 Homeland Security Grant Program Grant in the amount of $38,025; and WHEREAS, the City will use the funding to improve preparedness, response, and recovery for all hazards. BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The City Manager is hereby authorized to accept the FY2018 HSGP Grant in the amount of $38,025. SECTION 2. The Director of Finance is hereby authorized to amend the Adopted FY2019/20 budget increasing revenue and expenditures by $38,025. SECTION 3. The City Council finds this Resolution is not subject to the California Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty, as in this case, that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. SECTION 4. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this Resolution are declared to be severable. SECTION 5. Effective Date. This Resolution shall become effective immediately.
