Now people are walking, taking bus or ridin( bikes to take the found , injured of obandored animals to the local shelter. Colton and Fontana residents are still abandoning pets on San Bernardino Shelter's parking lot daily because 30 miles to Riverside is just too far! This 215 home project is in the county. The project has been turned down by the county twice, then approached the city and was turned down by the Planning Commission twice. It sits on FIVE earth quake faults; THREE of them are active. Since houses cannot be built on faults the faults are under the roadways. This project is in the State identified HIGH WIND/HIGH FIRE ZONE. It burned in 2003 and again in 2007. Zoning for the county is one house per 5 acres/this is county land. Zoning for the city parcels around the project is RE/one house per 1 acre. 13 homes burned uci here in 2003. We were not able to even defend one acre parcels. There are at least ten homes in county pockets touching and near the project. In 2017 ALL the home owners -petitioned the count, to NOT be annexed to the cit,,. The same ten home owners still live here. The developer DOES NOT OWN THE LAND FOR THE SECONDARY ACCESS ROAD. The lower portion near the 215 would not even be available as it is State Identified K -Rat Habitat. There is no more offset K -Rat Habitat available to purchase to offset the use of this land. Reading through the support materials, it appears the city will encumber $100,000 debt each year to service this project. Can we really afford this at this time? The housing market is slowing and if full build out doesn't happen, the city is still liable for services. I'm a retired supervisor from the police department. There are way to many supervisors from Captain to Sergeant. Those positions were never reduced during and after the bankruptcy. The department is still way below the one time 350 quota of officers. There has never been a reduction in supervision. The jail is not plausible. It does not meet the CA Department of Corrections guidelines to be a useable facility. It would cost a whole lot of money to bring it state guidelines. I am completely against creating new supervisor and manager position and opening the City Jail. This is reckless spending which is not necessary. You are headed down the wrong path again and will eventually cost us our PERS next time. Look elsewhere to curb your crime issues, spending isn't going to improve it. Now the Mayor wants to open the City jail at a cost of close to a million dollars and add 7 management positions to an already management heavy police department.
