Harper, Owner 7746 1/2 Mc Kinkey Ave. San Bernardino,Ca. 92410 (909)314-8560 Dear Planning Commission, and Residents, I am making this presentation to you this evening is opposition to the proposed amendment 14-49 Development code / zoning map Amendment 14 —18 and Development permit Type - D 16-25. I am opposed to these changes for the following reasons. 1). NOISE: I believe the noise will definitely increase with the traffic, both from vehicles, semi - trucks, fork lift trucks, etc. The opening and closing of large overhead doors, semi trailer doors, car alarms & doors, etc. The engines of the semi trucks, the air breaks, just moving cargo around the outside of the facility. The large exhaust fans, air conditioners, facility alarms, all this within 50 ft of my property. 2). CONGESTION: Having a large (light industrial Commercial Complex) of approximately (420,000) thousand square feet required an eminence amount of man power to keep this building full of product, as well as the people, machines, and vehicles, plus the staff, supervisors, drivers, maintenance, and security to maintain this enormous structure. This will definitely impact the current single lane traffic that currently surrounds this complex and will need to upgrade the streets, sewer and water to facilitate this large undertaking. All in this small little residential area that has never had any sewer, gutters, or sidewalk. I am wondering if more stop lites will also need to be installed.? 3). AIR POLLUTION: The amount of air pollution that will be increased by the semi -trucks diesel fuel in the area, stopped in traffic, waiting to be loaded or un -loaded in the area. The fork lift trucks, clamp trucks, larger one ton trucks, and cars coming and going 24 / 7 all year long. This all will be happening in and around the area of residential housing if approved. 4). PROPERTY VALUES: Will this adventure increase the residential owner's TAXES.? Will the benefits be for the home owners, I know their will need to be upgrading of water,power,sewer, and street widening and infrastructure of roads. Maybe just San Bernardino and Highland.? 5). HEIGHT LIMITATIONS: I am concerned as a home owner that the height of the proposed building which is approximately aft higher than a residential building could possibly block the afternoon sun from my solar panels on my garage roof. I have invested approximately $25,000 in the panels for twenty five years and would definitely be affected by this potential obstacle blocking the direct sun light. 6). LIGHTING: I am concerned that the lite (illuminating) from this building will highly detract from the quiet, serene atmosphere that I enjoy in my present back yard. The high pitch buzzing, blinding glare, or incandescent lites, throw shadows that distract from the peaceful ambiance, and quiet. Thank you for your time and careful consideration in this matter. There was discussion about a cul-de-sac being constructed in the future and a brick wall by 952 Home Avenue. I do not want to see these improvements constructed. The proposed change would block access to "I" Street. On September 8, 2017, a letter was submitted to the Community Development Department; we were not in agreement with this same request, due to Frank Su, of Zion Investment Group, LLC, at, 409 & 437 West 17th Street, San Bernardino, with "Short Term Housing Units", housing as many as 16-20 people at 437 W. 17th Street and 16-20 people at 409 W. 17th Street This problem has not changed and to add a facility with an additional 29 people will only make things worse. Although we support the idea of Social Services for Veterans, we believe the addition of more residents on 17th Street, will only add to the already crowded and noisy conditions we currently face with Boarding Houses on this block. These Short Term Boarding Houses reduce the comfort of family life and for those retired and seniors to this community; there is no peace and quiet We must endure loud arguments', extremely loud commercial fireworks once a week, parking issues and other problems associated with these Short Term Residents, who have no vested interest in the neighborhood, or the City of San Bernardino. Ha MCC Correspondence 01 /17/2018 — Item 13 January 15, 2018 Dear Jorge, Mayor Davis and Common Council, It has been brought to my attention from Mark Persico and Oliver Mujica that there has been an ongoing discussion that the San Bernardino Historic Preservation Commission soon may be eliminated and taken over by the Planning Commission. The possibility of this happening is very disappointing to me. Now that the city of San Bernardino is no longer in bankruptcy, has a new charter and has a very promising future, having a Historic Preservation Commission is more important now than ever. We must learn from our past in order to see where we are now and as a blue print for what our city will become. San Bernardino has been very deficient in civic pride and a sense of "community" for many years. Now that we are finally seeing the light at the end of the tunnel, the time is now to achieve what we have been sorely lacking. Having a viable Historic Preservation Commission in San Bernardino that will help set the guidelines for protecting our historically significant structures is a huge step in achieving this goal.
