Dear Mayor Davis and fellow City Council Members,
The BIA Baldy View Chapter's mission is to promote homeownership and strong community
development by advocating for policies and practices that enables families to achieve the American Dream
to purchasing a new home.
A Community Facilities District (CFD) is a common development tool used successfully by many
jurisdictions in California to help finance the cost of new infrastructure such as streets, sewers, water,
storm drains and schools. Many cities and counties depend on CFDs to provide premium, affordable
housing and stable funding for on-going maintenance. The City of Rancho Cucamonga currently has 15
CFDs,Ontario- 13 CFDs, Chino— 19 CFDs, Chino Hills—8 CFDs, Fontana—36 CFDs, San Bernardino
County—5 CFDs,Riverside County—8 CFDs.
Local governments require a developer to install the necessary infrastructure, which the developer must
then add to the price of each new home. The homebuyer pays more for the home, resulting in a higher

housing. Without a CFD mechanism, San Bernardino homebuyers are burdened with more upfront cost,
resulting in a higher mortgage payment and higher property taxes on the increased cost of the home.
A CFD is a fundamental tool for Economic Development Agencies to promote,attract and encourage new
development. The absence of a CFD policy (and other pro-development policies) places the City at a
competitive disadvantage against neighboring cities.
BIA strongly recommends that the City Council direct staff to establish an efficient policy allowing
Community Facilities Districts to be established in San Bernardino through Council approval.
