Grubbs, Project Manager a Subject: Second Amendment to the Professional Services Agreement with Engineering Resources of Southern California, Inc. for the 40tH Street Widening Project rn _ Recommendation •0 Adopt a Resolution of the Mayor and City Council of the City of San Bernardino, California, JR approving a second amendment to the Professional Services Agreement with Engineering a Resources of Southern California, Inc., (ERSC) in the amount of$33,370 for environmental and civil engineering design services for the widening of 40th Street from Johnson Street to 0 Electric Avenue (SSO4-014). _ Background M On January 9, 2017, the Mayor and City Council adopted Resolution 2017-005 approving E an Agreement with ERSC to provide environmental and civil engineering design services a for the widening of 40th Street from Johnson Street to Electric Avenue (SSO4-014). o U This project consists of the widening of 40th Street between Johnson Street and Electric �? Avenue to provide a total of two through lanes in each direction and a two-way left-tum lane o (Attachment 1 - Location Map). The project will include right-of-way acquisition, undergrounding overhead utility lines, pavement widening, pavement rehabilitation, curb & gutter, sidewalk, street lights, ADA accessible ramps, drainage improvements, signing and striping and modification of the traffic signal at 40th Street and Electric Avenue. w On July 19, 2017, the Mayor and City Council approved Amendment No. 1 to the � Agreement with ERSC in the amount of $8,350 to provide expanded evaluation of all z properties along the reach of 40th Street from Johnson Street to Electric Avenue (SSO4- W 014) for cultural significance. z a Discussion z w On September 18, 2017, ERSC advised staff of several other extra cost items that were not a a part of the scope of services for the original project. They are: E U lC Q Packet Pg. 230 21.a I. In addition to the current design involving total pavement reconstruction and widening of 40th Street, City staff has requested that the consultant prepare an alternate pavement o design consisting of a grind and overlay using fabric to mitigate reflective cracking. Use of this alternative could save the City an estimated $500,000 during construction. Staff proposed to bid both alternatives to insure the lowest cost for this work. The cost of this work is $17,660. d c 2. To comply with recent requirements of the City's National Pollutant Discharge System W (NPDES), ERSC is being required to prepare a Water Quality Management Plan r (WQMP) for the project. This was not anticipated in the original scope of services. The 3 cost of this work is $6,710. m E W 3. When the request for proposals was issued for this project, it was anticipated that no more than five (5) potholes would be needed to locate underground utilities. However, a due to the need for an underground storm drain to mitigate drainage, a total of fourteen 4) (14) potholes were needed to locate underground utilities and avoid conflicts. The cost for the additional nine potholes is $9,000. The total cost of all three changes is $33,370. ° N N d w Staff has reviewed the request and finds ERCS's proposal to be fair and reasonable for the 0 work involved. m Environmental clearance and design are expected to be completed by February 2018. This work will be followed by acquisition of right-of-way and undergrounding of overhead utility lines. This work is expected to take approximately two years. Construction is anticipated to start in early 2020 and be completed by late 2021 a Fiscal Impact The total cost of the Agreement including this proposed Amendment is $220,275. A total of m $255,000 has been allocated in the FY 17/18 budget in Account No. 264-160-7160-5504 N for environmental and design services for the widening of 40th Street from Johnson Street o to Electric Avenue (SSO4-014). The budgeted amount is sufficient to cover the cost of this project. c m Conclusion ` It is recommended the Mayor and City Council adopt the Resolution approving the Second W Amendment to the Agreement with Engineering Resources of Southern California, Inc. to provide environmental and civil engineering design services for the widening of 40th Street z from Johnson Street to Electric Avenue (SSO4-014). (ERSC) is currently preparing design and B right-of-way acquisition documents concerning widening of 40fl' Street, Johnson Avenue to ° Electric Avenue. As design work has progressed through the preliminary design stage, we have been requested to complete services in addition to our current scope. Therefore, in accordance E with verbal and/or email requests from the City, ERSC proposes to conduct the following additional engineering and/or exploratory services. a 1. In addition to the current design involving total pavement reconstruction and widening of o 400' Street,ERSC will prepare design plans, specifications, and estimates for a second or rn alternative pavement construction involving rehabilitation of existing pavement and a new widening section. Effort is anticipated to include an additional set of plans, five N sheets anticipated consisting of four plan and profile and one cross-section detail sheet, limited addition to the specifications, bid schedule, and quantity and cost estimate N preparation. To comply with the City's NPDES requirement, ERSC will prepare a Water Quality cn Management Plan (WQMP)document in accordance with State requirements and County W guidelines and suitable for approval and signature by a City representative.
