By: Jarrod Burguan, Chief of Police Oscar Perez, Animal Control Manager o Subject: Animal Control Temporary Fee Waiver M E Recommendation Adopt a Resolution of the Mayor and City Council of the City of San Bernardino, a California, authorizing the City Manager or his designee to waive animal adoption fees o up to 12 days each fiscal year. Background a Resolution 2009-122 established a master fee schedule for the City of San Bernardino, W which included a fee for the adoption of animals. Animal Control is requesting the ability L to waive animal adoption fees during special events designed to help reduce capacity at > the Shelter while keeping euthanasia rates low, improve public support for the Shelter, and enable the City and shelter staff to participate in free adoption events hosted regionally. Discussion Q Previously, the Mayor and City Council have authorized staff to waive adoption fees at E the shelter_ This has led to an increase in animal adoptions by as much as 300% on a single day. This creates available space to accommodate the constant influx of animals ° arriving at the shelter. Without available space, the Shelter is unable to hold animals 0 U beyond their release dates because we do not have enough kennels and cages. Available kennel space equals life. E a Communities are concerned about euthanasia rates at animal shelters. Staff has worked hard to achieve and maintain a low euthanasia rate; however, a lack of space in E the facility makes this low rate difficult to maintain. Other negative impacts of being U filled to capacity include increase stress on the animals, spread of disease, aggression, a and euthanasia of animals. Conversely, there are many positive impacts of the City working with the community to promote animal adoptions. The publicity of these events will improve traffic through the shelter, allowing staff to promote the shelter and educate Packet Pg. 218 4.r� 1� the community about the option of adoption versus making purchases through illegal 0 breeders- If approved, the only fee that would be waived through this program would be the adoption fee. All other fees such as spay/neuter fees and licensing would remain intact. The waiving of animal adoption fees would be allowed no more than 12 days within a fiscal year and would be at the discretion of the City Manager or his desginee. Fiscal Impact This fee waiver will have a minimum financial impact on Animal Control Revenues. The reduction in revenues is anticipated to be between $6,000 and $7,000 per fiscal year if o all 12 days are utilized. No adjustment to the budget amount is recommended due to 0 the minimal impact in loss of revenue.
