City of San Bernardino, WCAB Case No. ADJ8741453. Council gave settlement directive by a vote of 5-0, with Council Members Barrios, and Valdivia absent. • In re: Jason Pitsor v. City of San Bernardino, WCAB Case Nos. ADJ9629427 and ADJ10488437: Council gave settlement direction by a vote of 7-0. • In re: Clay Stowers v. City of San Bernardino, WCAB Case No. ADJ8486513: Council gave settlement directive by a vote of 7-0. Under Agenda Item No. 1B, Conference with Legal Counsel—Anticipated Litigation • In re: City v. Reading of Resolutions and Ordinances City Clerk Gigi Hanna read into the record the titles of all the resolutions and ordinances on the agenda for May 1, 2017. Invocation/Pledge of Allegiance Pastor Todd Barnett of Anchor Bible Church of Redlands led the invocation. The Pledge of Allegiance was led by Natalie Goumashyan, a fifth grade student at Hillside Elementary School. Citizen Recognition for December 2nd — Police Chief Jarrod Burguan Police Chief Burguan, SB County Sheriff John McMahon and FBI Special Agent in Charge Steve Woolery presented recognition certificates to Ramiro Salazar and Stuart Boden for their early reporting of the information that helped the agencies catch the suspects of the December 2, 20165 shooting. 2. Proclamation of the Mayor and City Council — Building & Safety Month — Mayor R. Carey Davis City Building official Todd Morris accepted a mayoral proclamation naming May Building & Safety Month. 3. Buddhist Tzu Chi Foundation Presentation — Mr. Michael Tsai Mr. Tsai spoke about the work the Foundation has done in San Bernardino, including a free health clinic character education and a mobile pantry, mostly with volunteers from Los Angeles and asked for local volunteers. 4. San Bernardino Valley College Neighborhood Association Presentation -- Mr. Jim Eble Jim Eble gave a presentation about the San Bernardino Valley College Neighborhood and asked people to volunteer for the Neighborhood Association Council of San Bernardino. 5. Certificate of Recognition San Bernardino High School — Jamie Rios and Mr. Cardinal Court Members — Council Member Virginia Marquez Council Member Virginia Marquez and Council Member Barrios presented certificates to the four finalists in the Mr. Cardinal completion and honored Jamie Rios, who works with the Mr. Cardinal program. The students honored were: Nathan Hunter — Mr. Cardinal Ambassador; Jason Mendoza — 2nd Runner-up; Javier Molina - 1s' Runner-up; and Justin Mendoza — Mr. Cardinal 6. Retirement Resolution: Gregory C. Devereaux — San Bernardino County CEO — Council Member Henry Nickel Council Member Nickel presented outgoing CAO Greg Devereaux with a proclamation. Mr. Devereaux spoke about his work in the county and in particular in working with San Bernardino as it navigated bankruptcy. 7. Chamber of Commerce & Local Elected Officials Announcements There were no Chamber announcements. Cameron Griffin from Assemblyman Marc Steinorth's office announced the May 20th Community Coffee for San Bernardino will be at Dj's restaurant at 8:30 a.m. Mayor and City Council of the City of San Bernardino Page 3 Printed 5/3/2017 Joint Regular Meeting Minutes May 1, 2017 Consent Calendar Item 14 was moved from Consent Calendar to Public Hearings. Item 9 was pulled to continue the minutes of April 17, 2017 to the next meeting and Council Member Nickel pulled item 17 for further discussion. 8. Waive Full Reading of Resolutions and Ordinances Approved Motion: Waive full reading of resolutions and ordinances on the agenda dated May 1, 2017. Public Comments on Items Not on the Agenda May 1, 2017 Jim Smith, San Bernardino, spoke about the Service Council and thanked people for the community service work they did the week previous. He also mentioned that the Native Sons of the Golden West will be presenting a marker to San Bernardino Valley College. Robert Porter, San Bernardino, talked about the recent Art Night event and also commented on investors who were "not made whole" in the bankruptcy. 23. Items to be Referred to Council Committees 24. Fiscal Year 2017-18 Proposed Budget City Manager Mark Scott gave an overview of the FY 2017-18 Proposed Budget and Finance Director Brent Mason presented specific department budgets. Scott said this would be the first budget workshop on the 2017-18 budget, with a formal public hearing before the City Council on June 7. He said that the proposed budget conforms with the City's bankruptcy plan No vote was taken on this item. 2. PUBLIC COMMENTS FOR ITEMS NOT ON THE AGENDA There were no public comments. 3.
