Advanced Pot Care Animal Hospital N O Recommendation endation M Adopt Resolution of the Mayor arta City Council of the City of San Bernardino, California, authorizing the Director of Finance to increase the Purchase Order issued to Advanced Pet Care Animal hospital t $ 3. 00. v Background a The Fiscal Year 2016/2017 Adopted Budget for Animal Control allowed for additional veterinary expense, however due to increased animal health issues, reallocation of funds are required. Discussion 00 The Animal Control Department is requesting that the purchase order for the its primary veterinary service provider, Dr. Bishay/Advanced Pet Care, be increased by $30,000 to a total of $73,000 for FY 2016/17" to allow lir. Bishay/Advanced Pet Care to N provide for the proper health care of the animals housed at the City Shelter. Dr. Bishay 0 of Advanced Pet Care was selected for FY 2016/2017 to provide our primary veterinary services for the shelter. lir. Bishay has obtained an cuff-site Drug Enforcement Agency E (DEA) license which enables him to purchase and monitor the use of specified a medicinal controlled substances at the shelter. The City is required to have a licensed veterinarian doctor or technician for this purpose. The maintenance cost for the E monitoring and tracking of the Animal Control controlled substances i 00 per month. w Dr. Bishay and Advanced Pet Care also provide on-site and off-site veterinarian care for animal shelter dogs and cats. A licensed veterinarian visits the animal shelter one day per week for 2 hours, at a cast of $150 per hour. The visiting veterinarian helps mitigate illnesses that could spread throughout the shelter as well as re-examining animals that have had previous treatment reducing the need for animals to be transported to the veterinarian hospital. Staff recommends increasing the visits made by Dr.. Bishay to two tunes a week since the City currently does not have a Registered Veterinary Technician Packet Pg. 139 times a week since the City currently does not have a Registered Veterinary Technician (RVT) on staff. The City of San Bernardino Animal Control has experienced a multitude of virus outbreaks in the past 6 months, requiring additional veterinary care of the animals at the shelter. Staff recommends that Dr. Bishay and Advanced Pet Care remain the selected veterinary service for the City of San Bernardino Animal Shelter and that the current purchase order for Advanced Pet Care be increased to a total of $78,000 utilizing existing funds within the Animal Control budget. Fiscal Impact 0 There is no fiscal impact; all funds have been appropriated in the FY16/17 Adopted Budget. Funds will need to be transferred from Other Operating Expenses to Other Professional Services. I am a regular visitor to both local shelters and have been a witness to Dr. Bishay's visits. I can confirm that he is only at the shelter 15-20 minutes at the most for each shelter visit. I would like to share a few dogs that I feel he should have noticed were sick and helped. 1.) Bobby ID number A499382 arrived to the shelter on 11/6/16. He was healthy, but fearful. �F w 3 � r On the morning of 11/29/16, 1 arrived at the shelter, I immediately noticed Bobby ID number A499382 was extremely sick. I flagged Dr. Bishay down and asked him if he saw the sick dog in this kennel. He shook his head no and said he would look at him, but he proceeded to walk away. I waited at his kennel comforting him, but the doctor never returned. When I went into office to ask if the staff had seen the vet, they told me he had left 20 minutes before. On the morning of 6/21/16, Larry was the first dog I noticed. I took this photo and a video of him. I sent the video to the Advanced Pet Care office manager Kimberly Reeves. Kimberly's response was "he's on meds, what do you want me to do" and then she blocked me. She asked me to text her videos when I saw sick dogs at the shelter. I was only doing as she asked of me. How could she see a video of an animal in this condition and not want to do everything to help? Staff ended up having to humanely euthanize Larry at the end of the day. ,, ,00 IV t I i On the morning of 6/21/16, Larry was the first dog I noticed. I took this photo and a video of him. Jack ID number A495255 was a 13 weeks old puppy. He was sent to Advanced Pet Care on 6/27/16. He stayed at Dr. Bishay's office for 5 days until he was sent back to the shelter on 7/2/16. His only discharge instructions were to give BNP eye ointment twice a day and Clavamox twice a day. Jack was rescued on 7/7/16. He was extremely sick and was fighting for his life. w Here is Jack just after he was rescued, he was diagnosed with distemper and had huge wounds that were infected that had to be shaved and cleaned. Why weren't the wounds noticed and cleaned during the 5 day stay at Advanced Pet Care?
