Adopt a Resolution of the Mayor and City Council of the City of San Bernardino, L
California Declaring Support for, and participation in, the regional partnership between a
Southern California Edison Company, Southern California Gas Company, and the San
Bernardino Council of Governments to be known as the "Energy Partnership".

The City previously participated in the Community Energy Partnership, which is now CO,
transitioning to the San Bernardino Regional Energy Partnership (SBREP). SBREP is
sponsored by San Bernardino Council of Governments (SBCOG) in partnership with
local agencies, Southern California Edison Company (SCE) and Southern California
Gas Company (SoCalGas). Through this partnership, the City will receive technical, o
financial and resource support to achieve City-wide energy sustainability goals. The
partnership will provide the technical expertise and other support services needed to �-
take advantage of the various programs offered by the utility companies. N

Partnership benefits include:
• Reduction in operational costs and utility bills; ;;
• Higher SCE incentive levels, compared with core programs and rewards, with
increasing incentives based on performance; w
• Coordination of SoCalGas/ SCE Core programs and services;
• Technical assistance; E
• Collaboration in marketing, education, and community outreach;
• Support in strategic planning activities; and a
• Recognition of partners for their achievements.
There is no cost to join and the City is under no obligation to the Partnership.

Staff is particularly interested in the potential benefits that the Energy Partnership can
provide to the planned renovations of 201 "E" Street, as well as for other important
energy related City projects, including street lighting system upgrades.

7 WHEREAS,the Energy Partnership and the City of San Bernardino support"energy o
efficiency" initiatives,policies, and construction standards in order to ensure that communities o
8 follow and encourage sustainable practices; and

WHEREAS, local demand for electricity has grown, and it is expected that demand
10 for electricity will continue to grow in the near future to support a growing population and a
economy; and

WHEREAS,residents and businesses spend significant amounts for energy, it makes

economic sense and good public policy to encourage energy efficiency in the City of San
13 Bernardino; and 00

14 WHEREAS, energy efficiency programs enhance our environment by improving air o
15 quality, reducing greenhouse gases and other pollution, and conserving natural resources; and o
16 WHEREAS, it is vital for our community to keep spending locally and to encourage
innovations in the way we behave,build, and incorporate energy into our everyday business
17 and personal lives; and

WHEREAS,there is a growing movement within California communities and
19 businesses to improve everyday practices and create more sustainable and"greener"cities; Q

20 WHEREAS,the communities participating in the Energy Partnership seek to promote fn
21 innovative methods and state-of-the-art technologies used in the design and construction of r
new residential and commercial buildings within the region, in order to bring energy and a
22 natural resource consumption in line with our sustainability goals; and

23 WHEREAS,the San Bernardino Council of Governments("SBCOG")has been w
24 identified by their participating jurisdictions to enter into an agreement with Southern
• California Gas Company("SCG") and Southern California Edison("SCE") on their behalf to E
25 represent them and implement the Energy Partnership; and a

26 WHEREAS,the Energy Partnership brings together the City of San Bernardino, SCE, a
27 SCG and the Energy Partnership member agencies in a cooperative program to promote
energy efficiency,regional sustainability goals, and collaboration.

NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
2 COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA, AS FOLLOWS:
3 SECTION 1. The City of San Bernardino designates SBCOG to implement the
4 mission of the Energy Partnership. o

5 SECTION 2. The City of San Bernardino supports a commitment to sustainable .2
practices through energy efficiency, and will provide leadership and guidance in promoting, cc
6 facilitating, and instituting such practices in the region. .
7 SECTION 3. The City of San Bernardino supports and endorses the Energy 0-
8
8 Partnership (a SCE & SCG Local Government Partnership) as an effective method to help -
meet long-term regional economic and environmental goals. N
9
SECTION 4. The City of San Bernardino will name one or more individuals to the
10 Energy Partnership working group that will review progress regularly with SCE and SCG. a
11 SECTION 5. The City of San Bernardino with the assistance of SCE & SCG, will
12 identify energy efficiency programs and projects within municipal facilities and support w
implementation of community energy efficiency and sustainability goals within the City.
