Background
On December 19, 2016, the City Council conducted a public hearing on the Specific .0
Y
Plan and Environmental Impact Report, adopted a Resolution certifying the Final EIR E
and Statement of Overriding Considerations, and introduced for first reading an o
Ordinance to approve the Waterman Baseline Specific Plan. The Plan will revitalize the
neighborhood adjacent to the Waterman Gardens mixed-use housing project

Conclusion
Final reading of the Ordinance will approve the Specific Plan and allow new economic 0
development activity to occur within the boundaries of the Specific Plan area.

10 Bernardino held a noticed public hearing to consider public testimony and the staff report, and m

11 adopted Resolution 2016-059 recommending the certification of the Final Environmental E

12 Impact Report and the approval of Specific Plan 15-01 to the City Council; and
13 WHEREAS, notice of the public hearing for the City Council's consideration of the co
proposed Ordinance was published in The Sun newspaper on December 9, 2016.

8 The City Council has independently reviewed, analyzed and exercised judgment in finding that Z

9 Specific Plan 15-01 will have significant unavoidable impacts on the environment, however, N
10 based upon the CEQA Findings of Fact and Statement of Overriding Considerations, attached m
11 9
hereto as Exhibit A and incorporated by reference, the City Council finds the impacts are
12
acceptable because the benefits of the project outweigh the environmental impacts. The CEQA
13 co
14 Findings of Fact and Statement of Overriding Considerations are hereby adopted. The City
15 Council hereby adopts the Mitigation Monitoring and Reporting Program, attached hereto as

16 Exhibit B and incorporated by reference, as a set of conditions under which Specific Plan 15-01

17 will be implemented and as legally binding upon the City. The City Council hereby approves and
18 =
certifies the Final Environmental Impact Report, and incorporates the same herein by this T

20 reference, as accepted by the Planning Commission to the effects of Specific Plan 15-01.
