Alanis, Director Ryan Aschenbrenner, Acting Real Property Specialist = E Subject: Plan No. 13093 — Proposed Street Vacation of Century Avenue ci Between Show Case Drive and Camino Real -- Authorization to Proceed > L Recommendation Staff recommends that the Mayor and City Council authorize City staff to proceed with U the investigation of the request to vacate Century Avenue for Plan No. 13091 3 0 Cn L Background ° Streets And Highways Cade, Section 8312, Division 9, Part 3, gives a city legislative body the power to vacate all or part of a street. d A petition to vacate Century Avenue was received on 9/28/2016. A common owner of the parcels abutting the proposed street vacation signed the petition requesting the street be vacated by the City and submitted Plan No. 13093 which is attached (Attachment 1). ° N C O_ Discussion V- If authorization is given to proceed, an investigation and analysis will begin and all City a departments, County Fire, utilities and affected property owners will be mailed a notice o of the proposal and provided an opportunity to comment on any conflicts and/or o potential issues or concerns. All services, with the exception of fire, will be performed in house. > ° The petitioner has paid $1,000, which represents the first half of the non-refundable street vacation processing fee. Costs incurred with this action will be offset by the non-refundable petitioner paid processing fee of $2,000. To date, CO $1,000 of this fee has been paid to the City. 71� Conclusion Staff recommends that authorization to proceed with the investigation and analysis for 0 the proposed street vacation be granted for Plan No. 13093. Application for Street /Alley / Easement Vacation U The vacation is requested for the flowing reason(s): o c We are requesting vacation of Century Ave between Show Case Drive North and Camino Real. The c V- vacation will provide the following benefits to the site and to the city. o a • Allows the two properties that flank Century Ave to be combined into one large parcel and this r_ merged property allows for a parcel large enough to accommodate a new full service Toyota . Auto Dealership. • The relocation of the Toyota Dealership to the new parcels takes advantage of the most a valuable freeway frontage commodity available to an Auto dealership. +? • Elimination of Century Ave allows for one parcel to be created from the two parcels on either y side of the street that are owned by the same property owner. By creating one parcel it allows the owner to cluster the development in one contiguous site with showroom and service center o on one unified larger parcel that would eliminate the need for pedestrian traffic to cross the a street to access the different services provided by the dealership.
