The City has been without a Purchasing Manager for approximately five (5) years. In that time N the purchasing processes have largely been reborn in the departments and significant experience is needed to reconstruct the function. Having extensive procurement and contracting experience in both the public and private sectors, Mr. Torres will bring valuable expertise to the City and is able to execute the task required of the position. With a Bachelor's degree and more than 20 years of procurement and contracting experience it is recommended that Mr. Torres start at a salary step 21. a Packet Pg.40
