They are key positions within the Department as the 4- Cn Development Services Technicians assist walk-in customers at the public counter.The Technicians assist customers with inquiries regarding Planning, Building& Safety, and v Land Development.Typical duties include researching building and land use permits, issuing building and land use permits,zoning verification,taking in development applications and the like. In between customers,the Technicians respond to inquiries received via email and phone and perform more detailed research. �t Due to the high volume of customers and long wait times,the Building Official,the Assistant and Associate Planners,and the Land Development Engineers are frequently called out to the counter to provide back-up assistance to the Technicians.As a result, Packet Pg.33 there are delays in the processing of development applications as staff is pulled off their projects in order to assist the public at the front counter. It is critical that these positions be filled,as the public counter is currently under staffed. Community Development has contracted for services with an outside agency to cover the vacant positions in order to have staff available to assist the public. c Keeping these positions vacant will decrease the Department's ability to assist the public 2 in a reasonable amount of time at the counter/over the phone/via email; or assist a applicants with development applications.Delays would result in more complaints about poor customer service and could result in a reduction in development in the City, and o thus,a loss in revenue. Ms. Flores will fill the one vacant position. Ms. Dollins now requests reinstatement. Ms. Dollins performed the duties and responsibilities of the Forensic Specialist II E position in a satisfactory manner and is recommended for reinstatement to that position. There are currently no vacant Forensic Specialist 1/11 positions in the Police Department. `t However, there is a vacant Forensic Specialist III position. Given the operational need for an additional Forensic Specialist I/II, Ms. Dollins will fill the vacant Forensic Specialist III position as a Forensic Specialist II.
