Request for Council Action ED IN�e Date: February 21, 2017 To: Honorable Mayor and City Council Members From: Mark Scott, City Manager A1" By: Jarrod Burguan, Chief of Police Oscar Perez, Animal Control Manager Subject: Advanced Pet Care Animal Hospital Recommendation Adopt Resolution of the Mayor and City Council of the City of San Bernardino, California, authorizing the Director of Finance to increase the Purchase Order issued to Advanced Pet Care Animal Hospital to $78,000. Background The Fiscal Year 2016/2017 Adopted Budget for Animal Control allowed for additional veterinary expense, however due to increased animal health issues, reallocation of funds are required. Discussion The Animal Control Department is requesting that the purchase order for the City's primary veterinary service provider, Dr. Bishay/Advanced Pet Care, be increased by $30,000 to a total of $78,000 for FY 2016/17 to allow Dr. Bishay/Advanced Pet Care to provide for the proper health care of the animals housed at the City Shelter. Dr. Bishay of Advanced Pet Care was selected for FY 2016/2017 to provide our primary veterinary services for the shelter. Dr. Bishay has obtained an off-site Drug Enforcement Agency (DEA) license which enables him to purchase and monitor the use of specified medicinal controlled substances at the shelter. The City is required to have a licensed veterinarian doctor or technician for this purpose. The maintenance cost for the monitoring and tracking of the Animal Control controlled substances is $500 per month. Dr. Bishay and Advanced Pet Care also provide on-site and off-site veterinarian care for animal shelter dogs and cats. A licensed veterinarian visits the animal shelter one day per week for 2 hours, at a cost of $150 per hour. The visiting veterinarian helps mitigate illnesses that could spread throughout the shelter as well as re-examining animals that have had previous treatment reducing the need for animals to be transported to the veterinarian hospital. Staff recommends increasing the visits made by Dr. Bishay to two times a week since the City currently does not have a Registered Veterinary Technician times a week since the City currently does not have a Registered Veterinary Technician (RVT) on staff. The City of San Bernardino Animal Control has experienced a multitude of virus outbreaks in the past 6 months, requiring additional veterinary care of the animals at the shelter. Staff recommends that Dr. Bishay and Advanced Pet Care remain the selected veterinary service for the City of San Bernardino Animal Shelter and that the current purchase order for Advanced Pet Care be increased to a total of $78,000 utilizing existing funds within the Animal Control budget. Fiscal Impact There is no fiscal impact; all funds have been appropriated in the FY16/17 Adopted Budget. Funds will need to be transferred from Other Operating Expenses to Other Professional Services. The Other Operating Expenses account includes $42,956 originally budgeted for Vehicle Maintenance and repairs. $30,000 of those funds will be transferred to the Other Professional Services account to be added to the Advanced Pet Care Purchase Order under Veterinarian Services. Conclusion Authorize the Director of Finance to increase the Purchase Order issued to Advanced Pet Care Animal Hospital to $78,000 and transfer funds within the Animal Shelter Adopted Budget.
