Liability Clainis Adjuster (Andres ark) - Reclassification RISK MANAGEMENT The reorganization of the Personnel and Risk Management Departments to the Human Resources Department was approved during the FY 1998-99 budget deliberations. The reorganization included the reclassification of the position of Liability Claims Specialist to the position of Liability Claims Adjuster. 2. Development & hmpQdion Cervices Manager (Lease Toss - Reclassification PLANNING & BUILDING SERVICES The reorganization of the Planning & Building Services Department to the Development • Services Department was approved during the FY 1998-99 budget deliberations. The reorganization included the reclassification of the position of Inspection Services Supervisor to the position of Development and Inspection Services Manager. 3. Risk Management Coordinator (Marek Tom) - Reclassification RISK MANAGEMENT The reorganization of the Personnel and Risk Management Departments to the Human Resources Department was approved during the FY 1998-99 budget deliberations. The reorganization included the reclassification of the position of Safety Officer to the position of Risk Management Coordinator. 4. Assistant to the City Admi ict.ator/ rant CoordingtQr (Sassoon Lori E ) - Reclassit'ication CITY ADMINISTRATOR'S OFFICE The reorganization of the City Administrator's Office was approved during the FY 1998- 99 budget deliberations. Bpi Pet Officer (Shirley-West Rita) - Reclassification FINANCE The reorganization of the Finance Department was approved during the FY 1998-99 budget deliberations. The reorganization included the reclassification of the position of Administrative Analyst II to the position of Budget Officer 6. Computer OMrator (Martinez Troy R ) - Appointment MANAGEMENT INFORMATION SYSTEMS This position fills the vacancy created when one (1) of the two (2) MIS computer operators promoted into a vacant programmer position. Refilling this vacancy is critical due to one (1) operator attempting to serve over 800 users in 20 departments, in the interim, while this position has been vacant. 7. As 6tant Planner Martin, Michael A ) - Appointment • PLANNING & BUILDING SERVICES The Planning Division currently has four (4) planners: one (1) Principal Planner, one (1) Senior Planner, two (2) Associate Planners, and two (2) vacant positions (Associate Planner and Assistant Planner). The Planning Division proposes to fill the Assistant position at this time. Development applications have increased and public counter activity and phone calls remain high. Staff is also involved in several special projects. The vacancies have resulted in increased processing timeframes for all applications. The Assistant Planner position is an entry-level, professional position. Mr. Martin will process development applications such as conditional use permits, development permits, sign permits, etc., and assistance at the public counter. Mr. Martin has the background and experience necessary to help the Planning Division meet its commitment to public service. 8. Maintenance Worker II (Graham De Andre A ) - Promotion PUBLIC SERVICES This position is assigned to the Asphalt Repair Crew and is responsible for repairing potholes. • 1 • Position Justifications 7/6/98 Council Meeting Page 3 REFUSE FUNDS 27- Rouse Operator I (Gomez Gerald: Arellanez Efrin • Mason, Sr Willie D 30. and. Castillo. Mario) - Appointments PUBLIC SERVICES These positions are responsible for carrying out the refuse service to the residents of San Bernardino. The appointments are for (4) former Extra Relief-Heavy Laborers (Part- Time employees) who are promoting into permanent, full-time positions. 31- Refuse Operator H (Mitchell. Robert G & Parker Ricky L ) - Promotions 32. PUBLIC SERVICES These positions operate automated, side-loader collection trucks. It is essential that these positions be filled in order to provide back-up during vacation coverage. • UNCLASSIFIED GENERAL FUND 1. Assistant to the Mayor (Scott Juanita H ) - Appointment MAYOR'S OFFICE The position of Assistant to the Mayor was initially hired for a six-month period. This appointment is being extended for the period July 1, 1998 through December 31, 1998. 2. Director of Development Services (Hays Micbael E ) - Reclassification PLANNING & BUILDING SERVICES The reorganization of the Planning & Building Services Department to the Development Services Department was approved during the FY 1998-99 budget deliberations. The reorganization included the deletion of the position of Director of Planning & Building Services and the reclassification of the vacant position of Director of Public Works. 3. Director of Human Resources (Raya Edward S ) - Reclassification PERSONNEL The reorganization of the Personnel and Risk Management Departments to the Human • Resources Department was approved during the FY 1998-99 budget deliberations. City Engineer (U) Watt, Gene) _ Appointment (Provisional) PLANNING & WELDING SERVICES The reorganization of the Planning & Building Services Department to the Development Services Department was approved during the FY 1998-99 budget deliberations. The reorganization included the reclassification of the position of Assistant City Engineer to City Engineer. Staff is requesting authorization of this provisional appointment while a recruitment is conducted. 5. L&gal Secretary I (Hill.
