Speaker slips must be turned in to the City Clerk by 4:30 pm the day of the meeting. o You may email your request to speak to publiccomments@sbcity.org if you cannot turn it in in person prior to 4:30 pm. Each request will cover one speaker. Human Resources Personnel Actions - Unclassified Recommendation: Approve the unclassified personnel actions, as submitted by the Interim Director of Human Resources, in accordance with City policies and procedures adopted by the Mayor and City Council of the City of San Bernardino. 5E. Successor Agency Purchase and Sale Agreement and Joint Escrow Instructions between E. Community Development Waterman Baseline Neighborhood Transformation Specific Plan Recommendation: Accept for final reading and adopt an Ordinance approving the Waterman Baseline Neighborhood Transformation Specific Plant (SP 15-01) (Attachment 1). 6. Parks and Recreation Naming the Bryce Edward Hanes Park and Jon Cole Skate Park Recommendation: Adopt Resolution of the Mayor and City Council of the City of San Bernardino, California, naming the new 2.5 acre public park at E Street and 9th Street the Bryce Edward Hanes Park and naming the Skate Park Amenity within the Park as the Jon Cole Skate Park. Water Annual Financial Report of the Water Department’s Water and Sewer Utilities Recommendation: Receive and file the audited Annual Financial Report of the Water Department’s water and sewer utilities for fiscal year ended June 30, 2016. 6C. Community Development Second Annual Art Night Recommendation: Adopt a Resolution of the Mayor and City Council of the City of San Bernardino, California approving the Second Annual Art Night on April 21 and 22, 2017, to be held at Court Street Square and Carousel Mall as a City-sponsored Special Event. 6D. City Attorney Professional Services Agreement with Cota Cole LLP for Legal Services Related to Receiverships Recommendation: Adopt the Resolution of the Mayor and City Council authorizing the City Manager to execute a Professional Services Agreement with Cota Cole LLP for legal services related to receiverships. 7. ADJOURNMENT The next joint regular meeting of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency is scheduled for 2:00 p.m., Monday, January 23, 2017, in the Council Chamber of City Hall, 300 North “D” Street, San Bernardino, California. Joint Regular Meeting Agenda January 9, 2017 Mayor and City Council of the City of San Bernardino Page 8 Printed 12/12/2016 NOTICE: Any member of the public may address this meeting of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency on any item appearing on the agenda by approaching the microphone in the Council Chamber when the item about which the member desires to speak is called and by asking to be recognized. Any member of the public desiring to speak to the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency concerning any matter not on the agenda but which is within the subject matter jurisdiction of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency, may address the body at the end of the meeting, during the period reserved for public comments. Said total period for public comments shall not exceed 60 minutes, unless such time limit is extended by the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency. A three minute limitation shall apply to each member of the public, unless such time limit is extended by the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency. No member of the public shall be permitted to “share” his/her three minutes with any other member of the public. Speakers who wish to present documents to the governing body may hand the documents to the staff member responsible for collecting speaker request slips at the time the request to speak is made. The Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency may refer any item raised by the public to staff, or to any commission, board, bureau, or committee for appropriate action or have the item placed on the next agenda of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency. However, no other action shall be taken nor discussion held by the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency on any item which does not appear on the agenda unless the action is otherwise authorized in accordance with the provisions of subdivision (b) of Section 54954.2 of the Government Code. Public comments will not be received on any item on the agenda when a public hearing has been conducted and closed.
