BACKGROUND: The City of San Bernardino,through a bid process in 1995, previously purchased 120,000 automated residential refuse carts to provide collection of refuse, commingled recyclables and green wastes. The successful bidder at that time was Toter, Incorporated. As a result of routine wear and tear, and expected growth within the residential sector,the Public Services Department, Refuse Division routinely budgets for approximately 1,500 new carts per year. In previous years, it was not necessary to purchase this quantity; however, several major residential developments are being proposed during this fiscal year, necessitating acquisition of additional carts to meet this growth. It is desirable to maintain the same manufacturer of carts in order to standardize replacement parts inventories, and Toter, Incorporated has agreed to maintain their price at the same rate as was submitted originally in 1995. FINANCIAL IMPACT: Funds in the amount of $78,000 were included in Account 527-412-5112, Small Tools and Equipment for Fiscal Year 98-99, and were approved by the Common Council as part of the Refuse Division's Budget. RECOMMENDATION: Adopt the attached resolution authorizing an increase up to $78,000 in the Annual Purchase Order to Toter, Incorporated. coplff 1 Resolution No. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING AN 3 INCREASE TO THE ANNUAL PURCHASE ORDER TO TOTER, INCORPORATED FOR PURCHASE OF ADDITIONAL AUTOMATED CARTS FOR RESIDENTIAL 4 REFUSE SERVICES 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE 6 CITY OF SAN BERNARDINO AS FOLLOWS: 7 SECTION 1. That the City of San Bernardino has previously acquired 120,000 automated 8 refuse carts for residential service from Toter, Incorporated and that it is desirable to continue to 9 use the same manufacturer in order to standardize automated carts in order to eliminate the need 10 to maintain separate parts inventories. 11 SECTION 2. That Toter,Incorporated be designated as the sole source provider of carts 12 for the City's Residential Automated Collection system;that Toter has agreed to maintain the 13 14 prices for automated carts at the same rates as were originally bid for both 64- and 96-gallon 15 capacity carts;that the total amount submitted and approved in the Fiscal Year 1998-1999 budget 16 for cart purchases is $78,000; and,that the Finance Department is hereby authorized and directed 17 to increase the annual purchase order up to $78,000.00. Such award shall be effective upon 18 issuance of an Annual Purchase Order by the Finance Department. 19 SECTION 3.
