Subject
Authorizing the City of San Bernardino Mayor and Common Council to approve a Budget Amendment
request submitted by the Police Department for the Drug and Gang Prevention Fund (108-272) to
support and defray operational expenses of the new SBPD Chaplaincy Program, associated with drug
abuse and gang activity counseling.
Background
Section 11489(A)(i) of the Health & Safety Code required that 15% of the funds received from asset
forfeitures and seizures be deposited in a special fund used for the sole purpose of funding programs
designed to combat drug abuse and divert gang activity. In FY 1998/99 we originally allocated $7,400
for the Asset Forfeiture Drug/Gang Education Fund (272), to defray the cost of the Red Ribbon parade
sponsored by the San Bernardino Communities Against Drugs Inc. and to finance the Peacebuilders
Program at Victoria Elementary School.
The proposed budget amendment includes a request to expend $12,000 to support and defray 1
operational expenses of the new SBPD Chaplaincy Program, associated with drug abuse and gang
activity counseling. Volunteer police chaplains perform a variety of duties to include the following:
• Assist with notifications and console persons involved in incidents of serious bodily injury or
accident, natural catastrophe or death.
• Respond to any critical incident as necessary.
• Provide ministerial services when needed or requested.
• Be available to members of the Police Department and their families in time of need.
These services will be invaluable in assisting the Police Department in providing a safe environment
to improve the quality of life for the community. We have five chaplains, including a coordinator, made
up of local religious groups.
Financial Impact
Funding for the program will come from the Asset Forfeiture Fund Reserve from Drug and Gang
Education. Currently, there is approximately $32,000 available for appropriation in this reserve.
Recommendation
1. That the Mayor and Common Council authorize the Director of Finance to increase the FY
1998-99 Asset Forfeiture Drug/Gang Education budget by $12,000 as outlined in the staff
report. The funding source will be "Asset Forfeiture Fund Reserve for Drug and Gang
Education (Account # 108-000-3415).
