Nunez-Hernandez, Sara REFUSE FUNDS-NO ACTIONS: FEDERAL FUNDS-NO ACTIONS: 2 POSITION JUSTIFICATIONS The following are justifications for appointments and promotions to be reviewed by the Mayor and Common Council at the October 5, 1998 Council meeting. CLASSIFIED GENERAL FUND 1-4. Eauinment Mechanic I (Ashton, M./Mitchell. A./Padilla. R./Wixom. D) - Appointments PUBLIC SERVICES Of these four (4) appointments, one (1) appointment will fill an Equipment Mechanic I position left vacant by the promotion of David Johnson. Filling this position will enable the Fleet Division to maintain an efficient level of production; one (1) appointment will fill a vacancy left by an unexpected resignation. Filling this position will enable the Fleet Division to maintain an efficient level of production; two (2) appointments will fill positions added during the 1998-99 budget hearings. These positions were added in order to reduce overtime and contractual costs primarily for heavy truck repairs. 5. Equipment Mechanic H (Johnson, David C.) - Promotion PUBLIC SERVICES Filling the vacant lead position by promoting from within resulted in the vacancy of this position. It is essential to keep the Equipment Mechanic II positions filled in order to maintain an efficient production level in the truck shop. 6. Lead Equipment Mechanic (Newlin. George) - Promotion PUBLIC SERVICES The Fleet Division was reorganized last fiscal year resulting in$100,000 in savings. The reorganization resulted in cuts to the management structure. The Fleet Division has three (3) lead positions, and each performs mechanical duties as well as directing others. It is essential that the three (3) working lead positions be filled in order to maintain an efficient production level. This lead position was vacated due to a retirement. 7. Environmental Projects Coordinator (Ceballos, Linda) - Promotion PUBLIC SERVICES The Mayor and Common Council approved a Refuse reorganization plan on July 20, 1998, which will result in a annual savings of approximately $100,000. A key element of the reorganization was the downgrading of the Environmental Projects Manager classification in the Management/Confidential group to a Mid-Management position, Environmental Projects Coordinator.
