Description) Finance: Council Notes: 75-0262 Agenda Item No. STAFF REPORT Attached is a letter from the National American Unity Association (NAUA) describing activities their organization is sponsoring in honor of Martin Luther King, Jr. on January 11, 1997. An application for a special events permit has been completed and is being processed by the Police Department and affected departments are being notified for their assistance. NAUA is obtaining insurance for the event meeting the municipal code requirements. They are asking for a waiver of City fees connected with the event. These costs are estimated to be: Public Services $ 169.76 for trash removal Police $6,659.68 (personnel/equipment) Traffic/Eng. $ 459 for labor for barricade placement/removal $ 300 refundable barricade deposit TOTAL $7,588.44 City of San Bernardino San Bernardino Police Department Interoffice Memorandum To: Shauna Clark, City Administrator From: Wayne Harp, Assistant Chief of Police Subject: Dr. Martin Luther King Jr. Celebration Date: December 5, 1996 Copies: On January 11, 1997 , NAUA will be having a celebration to honor Dr. Martin Luther King Jr. The event will start at 10 : 00 am and will continue until 4 : 00 pm. The assembly area for this event will be at the Court Street square. A map of the event is attached. The SBPD Traffic Office is processing the event application and will be forwarding the package to Risk Management when it is complete . Activities are planned to start at 9:00 AM and culminate at 4:00 PM with the a rendition of Dr. King's "I Have A Dream" speech from Rev. Dennis Brown. Rev. Brown made the same speech on the floor of the California State Assembly. Booths showcasing a variety of ethnic foods and retail gifts will be available in conjunction with music and live performances from various artists. Door prizes will be given away and T-Shirts marking the event will be sold by local vendors. Last year's theme, 'Umfoa: Tha Powat of Unity' drew over 5,000 participants as they listened to speakers, ate and purchased products. NAUA estimates over 8,000 participants this year making it one of the largest "free" events in the county. ' We request that the City of San Bernardino: Allow us to hold the event on the steps of city hall and in the streets directly in front of city hall; MLK/NAUA Family Gathering Request November 27, 1996 Page 2 Close vehicle traffic during the event on "D" street between Court and Second Street; and third street between City Hall and Sierra Avenue. Provide police officers for patrol. (The Nation of Islam will provide additional security for the event as they did last year). About the IJAUA The National American Unity Association was formed in 1996 as a result of participating in local non-profit organizations and Dr. King's dream of uniting the community towards a common goal of self- reliance and community empowerment. The organization's first event was to sponsor the Inland Empire Minority Job Fair designed for African Americans; Hispanic; Asian; Veteran; Women; Over-Forty; and Disabled Persons with experience or a desire to work in Engineering, Education, Finance, Education, Computers, Administration, Management, Law Enforcement, Marketing or Sales. The goal was to provide jobs for each and every member of the Inland Empire community who was ready to work. Over 6,000 people attend the event where 2,000 jobs were available from 60 companies. The Gathering The NAUA has contemplated for this annual event for the ,past several months. Un-like last year we will invite local political leaders to address the assembly including the Honorable Mayor Tom Minor. We believe that this is the year to continue to keep the dream alive of a Nation where people are judged by the content of their character not the color of their skin.
