STAFF REPORT
Plans for the improvement of Coulston Street, from
Richardson Street to Curtis Street, have been prepared, and the
project is ready to be advertised for bids . The project
consists, in general , of installing curbs and gutters, widening
the pavement to provide 4 traffic lanes , and a. storm drain.
Sidewalk, driveway approaches and street lights will also be
installed on the north side adjacent to the existing houses .
An application for approval of the tentative map, for
Tract No. 15777 , was recently submitted. This tract will be
conditioned to complete the street improvements on the south side
of Coulston Street, by installing sidewalk and street lights .
Below is an estimate of the total project cost;

Engineering & Inspection (W.O. #7038) 11 , 428
Sub--Total $ 239 , 991
Contingencies (14 . 60) ± 35 , 009
TOTAL ESTIMATED PROJECT COST $ 275 , 000
Funds have been allocated in the 1/2G Sales Tax 1996/97
Budget to finance the costs incurred for this project as set
forth below:

This item was continued from the December 2, 1996 Council Meeting. Public Works
has submitted a revised Staff Report but the added information is incomplete.
Pursuant to Development Code Sections 19.30.010 and 19.30.050, the developer
of a residential subdivision is required to provide and install streets within and adjacent to
the subdivision. Coulston Street is the adjacent street providing access to Tract
No. 15777. Because Coulston Street will be impacted by increased traffic caused by the
additional 84 single family homes to be built in Tract No. 15777, the developer is required
by the City's ordinances to construct all of the street improvements on the south side of
Coulston Street, which Public Works estimates will cost about $65,000.00. Tentative Tract
No.15777 is on the Planning Commission's Agenda for the December 17, 1996 meeting.
If the Council approves Agenda Item No. 32, and the City completes construction
of the Coulston Street improvements before the developer obtains Final Map approval,
then the developer will be released from his legal obligation to improve Coulston Street.
This is the opposite procedure from the norm where the developer is legally required to
install the streets at or before the time he constructs his project.
