Barlow, Sr. Assistant City Attorney DATE: November 13, 1996 AGENDA ITEM: A. Resolution . . . submitting to the voters a special tax for police and fire protection B. Resolution . . . calling a special election in the City for March 18, 1997, to present a special police and fire protection tax to the voters for their approval In order to present to the voters the proposed special tax for police and fire protection, it will be necessary to call a special election for Tuesday, March 18, 1997. These two resolutions will accomplish that result. DAB/js[TaxElecApt] 1 3. The city has a new 13-story State Building downtown, and numerous new high rises at Hospi- tality Lane, yet one of our Fire Department's two aerial ladder trucks is an old Hook & Lad- der. 4. Many city homes are aging and blighted, yet the Fire Department has only four Fire Preven- tion Specialists, and fifteen of its twenty-two engines and tenders are now obsolete. Just three have been purchased since 1990. 5. The city is due to get new stations in the Verdemont area and the San Bernardino International Airport area but has no budget for the equipment and manpower to open them. We want San Bernardino to be a safer city. We have therefore studied these issues and believe that our Police & Fire Departments have designed efficient programs and budgets to address them over a five year time span. We further agree with the City Attorney's draft of the formal language for the ballot issue (attached including: 1. the manner in which it addresses the financial issues. 2. its provisions for ensuring that the funding for the current public safety effort is maintained. 3. its provisions & penalties aimed at ensuring that any funds raised by the measure go exclu- sively towards expansions of the police and fire departments. We know that it is difficult to convince people to vote new taxes. This is especially true when 1/3 of voters rule, instead of a majority. Thus, if the City Council puts a measure with these provi- sions on the ballot, we pledge to work with our neighbors to get them to vote for it.
