He stated that they needed to continue the conversation regarding his vision and rebuilding of the City. Karmel Roe, San Bernardino, thanked the Council for considering the Marijuana Ordinance. She asked the Mayor if he had a plan in cleaning up the City because she felt there had been no effort in instituting a plan. Paul Sanborn, San Bernardino, stated that the clock on "E" Street was an art piece and needed to be repaired. He spoke about putting the Mayor's salary on the ballot and the dying trees on Mountain View Avenue. Sandra Ibarra, San Bernardino, stated that she attended her second meeting of the Community Development Citizen Advisory Committee and said that the Mayor needed to fill his vacancies on the Committee. Margaret Hill, San Bernardino, spoke about Agenda Item No. 5G and the needs of the homeless. Jay Lindberg, San Bernardino, spoke about climate change and industrial hemp. cn 0 N William Cioci, San Bernardino, thanked the Council for making the right choices tonight in regards to the cannabis and homeless issues. a Chris Egger, Fullerton, stated that the group supporting San Bernardino Medical Cannabis Restrictions and Limitations Act wanted to contribute their input to the City regarding the Ordinance. c Justin Shively, San Bernardino, spoke about Agenda Item No. 6C and asked that the Mayor and Council look into the medical aspects of marijuana. o U 8. He y congratulated Mr. Penman for his comments about power and the people and spoke about 2 the danger of giving power to a large bureaucracy, such as the outsourcing of the fire department. 'v Paul Sanborn, San Bernardino, said the city needs to make a distinction between the o homeless and vagrants because there is a difference. He spoke about the 75,000 police calls the SBPD had received since January 1 and said there needs to be greater M recruitment efforts, even if it requires a new tax. Jim Smith, San Bernardino, said that the SBPD had spoken to the Chamber on Wednesday about efforts to recruit new police officers. He also asked the council to reconsider its action at the previous meeting denying approval of center for homeless o men. He said San Bernardino needs to address homeless issues in San Bernardino and is not doing it by turning down approvals for homeless shelters. X a 4. She said ICUC was organized eleven years ago to assist with the issues of violence prevention and said the City Council had not made violence prevention a priority. Karla Elizarraraz, San Bernardino, spoke on behalf of Inland Congregations United for Change (ICUC) about the Common Ground for Peace curriculum and its purposes. She stated statistics achieved in cities that have used the curriculum. She challenged the City to commit 40% of Measure Z funding to violence prevention strategies such as that curriculum. Michael Antonio, San Bernardino, spoke on behalf of Inland Congregations United for N Change (ICUC), and cited the costs of violence and said that investing in violence prevention strategies was cheaper and helped the City. a Kesha Megee, San Bernardino, spoke on behalf of Inland Congregations United for Change (ICUC) about the Measure Z and Measure YY and the timelines and purposes.
