City Attorney RES. 2016-170 — Resolution of the Mayor and Common Council of the City of San Bernardino Calling a Special Municipal Election on a New Proposed Charter and Requesting that Said City of San Bernardino's Special Municipal Election be Consolidated with the November 8, 2016 Statewide General Election Conducted by the County of San Bernardino. Motion: Waive full reading; and adopt the Resolution. RESULT: ADOPTED [UNANIMOUS] MOVER: Fred Shorett, Council Member, Ward 4 SECONDER: James Mulvihill, Council Member, Ward 7 AYES: Marquez, Barrios, Shorett, Nickel, Richard, Mulvihill ABSENT: John Valdivia Mayor and Common Council of the City of San Bernardino Page 2 Printed 8/10/2016 Joint Adjourned Regular Meeting Minutes August 4, 2016 Public Comments: James Penman, San Bernardino Rabbi Hillel Cohn, San Bernardino Phil Savage, San Bernardino Sandra Ibarra, San Bernardino Paul Sanborn, San Bernardino Scott Olson, San Bernardino James Smith, San Bernardino Dorothy Garcia, San Bernardino 3. Public Comments for Items not on Agenda Scott Olson, San Bernardino, said he does not support the effort on the charter over the past two years and said that the recall effort was a means to get a new charter. He congratulated Mr. Penman for his comments about power and the people and spoke about the danger of giving power to a large bureaucracy, such as the outsourcing of the fire department. Paul Sanborn, San Bernardino, said the city needs to make a distinction between the homeless and vagrants because there is a difference. He spoke about the 75,000 police calls the SBPD had received since January 1 and said there needs to be greater recruitment efforts, even if it requires a new tax. Jim Smith, San Bernardino, said that the SBPD had spoken to the Chamber on Wednesday about efforts to recruit new police officers. He also asked the council to reconsider its action at the previous meeting denying approval of center for homeless men. He said San Bernardino needs to address homeless issues in San Bernardino and is not doing it by turning down approvals for homeless shelters. 4. Adjournment The meeting adjourned at 6:12 p.m. The next joint regular meeting of the Mayor and Common Council and the Mayor and Common Council Acting as the Successor Agency to the Redevelopment Agency is scheduled for 2:00 p.m., Monday, August 15, 2016.
