Description) Widening of Kendall Drive Bride at Cable Creek Finance: 110010 P Agenda Item No. 15 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Award of Contract - Widening of Kendall Drive Bridge at Cable creek Channel per Plan No. 9728 Backiwound: This project was originally proposed in the 1997 budget. It consists of widening the existing bridge over Cable Creek Channel between Pine and Palm Ave. in the northwest portion of the community. The existing bridge provides for only one lane in each direction and the proposed widening will provide for two lanes in each direction. It incorporates the requirements for the seismic retrofit of bridges and matches the four lane configuration that exists to the southeast of the bridge. Traffic projections and growth in the area indicate the widening is required as traffic continues to grow in the area. Bids were received and opened on 2:00 PM on Tuesday October 27, 1998. A total of 6 bids were received and they ranged between a low of $348,185.12 and a high of $599,908.00. The low bid is 28% above the Engineer's Estimate of $270,845.00. Listed below is the estimated construction cost for the project using the low bid price for the contract: Construction Contract $348,185.12 Professional Engineering Contract $ 85,460.00 Inspection and Contract Administration $ 10,000.00 Subtotal $443,645.12 Contingencies (10 %) $ 44,354.88 TOTAL $488,000.00 Financial Impact: To fully fund this project, the first motion is required to transfer $90,000 from the unappropriated reserves in the 129 Fund; there is an original amount of $398,000.00 allocated. It should be noted that this project was first estimated in 1996 and revised in 1997 and represents an extension of the existing bridge rather than a full replacement. With a transfer, there will be an available total amount of $488,000 to fund the project. BONADIMAN- MCCAIN, INC. is the lowest responsible bidder for: 8 Widening of Kendall Drive Bridge at Cable Creek Channel per Plan No. 9728. A contract is 9 awarded accordingly to said bidder in a total amount of $348,185.12, but such award shall be 10 effective only upon being fully executed by both parties. All other bids, therefore, are hereby 11 rejected. The Mayor is hereby authorized to execute said contract on behalf of the City: a copy 12 13 of the contract is on file in the office of the City Clerk and incorporated herein by reference as 14 fully as though set forth at length. 15 SECTION 2. This contract and any amendment or modifications thereto shall not take 16 effect or become operative until fully signed and executed by the parties and no party shall be 17 obligated hereunder until the time of such full execution. No oral agreements, amendments, 18 modifications or waivers are intended or authorized and shall not be implied from amy act or 19 20 course of conduct of any party. 21 SECTION 3.
