L 6 WHEREAS,the City of San Bernardino currently enforces a comprehensive ban on the a� 7 establishment and operation of all marijuana dispensaries and collectives; and o 8 ) WHEREAS,the City has received an initiative petition entitled "A Proposed Measure (, 9 M Adopting Regulations Establishing Standards for the Operation of Medical Marijuana Q 10 -C; Businesses within the City of San Bernardino and Repealing Existing Municipal Code : 11 � Provisions Prohibiting Medical Marijuana Uses"; and E 12 _ WHEREAS, the City Attorney's Office reported to the Mayor and Common Council in 13 1 2014 the need to refer the issue to another committee with the resources to study the issue; and 14 WHEREAS,the Mayor and Common Council desire optimum quality of life, health o 15 and safety for San Bernardino residents. N 16 17 NOW, THEREFORE,BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: v 18 SECTION 1. The City Attorney is hereby directed to conduct an impartial analysis on 19 20 the Marijuana Initiative. � 21 SECTION 2. The City Manager is hereby directed to conduct an impartial analysis on �L 22 the potential operational impacts to the Community Development Department with regard to General Plan Update and Code Enforcement Deployment, the Water Department with regard to 23 CD 2 4 water usage requirements and water supply, the Police Department with regard to impacts on 25 crime, disorder and investigations, law enforcement practices, black and gray markets, public 26 health and safety, law enforcement challenges, and measuring driving under the influence of E 27 marijuana, the City Clerk's Office with regard to the impact on business licenses and Q 28 1 i 1 registration operations, and the Finance Department with regard to the impact of legislation on 2 revenues associated with the Marijuana Initiative. a� 3 HI 4 �a 5 CU 6 7 .r y .y 9 Q 10 11 0.
