Background:
The Public Works Department, Operations & Maintenance Division, is responsible for
maintaining all sewer main lines throughout the City. Repairs to collapsed and
damaged sewer main lines is provided by a licensed contractor. This includes both
routine and emergency repairs.
On June 3, 2016, a formal bid process was initiated to solicit bids for Sewer Main Line
Repair Services. The bid package included a unit price and a total price for sewer main
line repairs. Notices of bids were e-mailed to the Chamber of Commerce, posted on the
web, printed in the local newspaper and sent to nine vendors. Two vendors responded.
However, the Technical Specifications did not state the work was prevailing wage.
Section 12.24.030 of the Municipal Codes requires payment of prevailing wages on
Public Works projects, including those classified as repair and maintenance.
The Public Works Department, Operations & Maintenance Division, is requesting that
the Mayor and Common Council reject all bids related to RFP F-16-10, pursuant to
Section 3.04.070(E) of the Municipal Code, which allows the Mayor and Common
Council to reject any and all bids presented and re-advertise for bids at its discretion.

SECTION 1. The City Manager of the City of San Bernardino is hereby authorized

8 and directed to reject all bids submitted in response to RFP F-16-10, pursuant to Section
