Description) 611041 Traffic System Construction Fund - system -wide upgrades Finance: 9 - % Id CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Authorization to transfer funds and begin design and construction for traffic signal at Waterman Avenue and 28' Street. Background: In July of 1998, staff received a request to consider a traffic signal at the intersection of Waterman Avenue and 29' Street. The matter was discussed at the August 12, 1998 meeting of the Traffic Safety Committee. A recommendation was made by the committee that the most feasible way to address traffic concerns in the area would be the installation of a traffic signal at Waterman and 28`h Street. After the recommendation was made, staff evaluated the intersection of Waterman and 28" Street to determine if any of the ten "State Signal Warrants" were met. Eighty percent (80 %) of the "Interruption Warrant" was met. According to the State's guidelines for traffic signal installation, this is not considered a strong justification for the installation of a signal. On September 24, 1998, there was a double fatal traffic accident at the intersection of Waterman Ave. and 28`h Street. Staff was requested to find funding to cover immediate design and construction of the traffic signal. Because this location is not included in the 5 -year Capital Improvement Program or FY 1998 -99 Budget, it is necessary to transfer funds from existing projects and delay certain future year's projects. It is unlikely that actual construction will occur this fiscal year. However, a transfer of funds will be necessary this fiscal year to allow for immediate costs such as preliminary staff work, advertising for bids, etc. The design and construction of traffic signals takes on average 6 -8 months given top priority over all other types of projects. The signal equipment has a very long lead -time for the contractors (6 months) and design and bidding add additional time. Financial Impact: It is recommended that $60,000 be transferred from the allocation in the Traffic Systems Construction Fund for system -wide upgrades and improvements (account # 250- 370 -5504 -1764) to fund this project this fiscal year. Another $60,000 will be budgeted next fiscal year for this project during the normal annual budget process. It should be noted that transfer of these funds might delay installation of other traffic signals or their improvements at various locations in the city. Recommendations: That the Mayor and Common Council: 1. Authorize the Director of Development Services to begin design and construction of signal improvements at Waterman Ave. and 28`h Street; and 2. Authorize the Director of Finance to amend the FY 1998 -99 Budget and transfer $60,000 from the Traffic Systems Construction Fund's project for system -wide upgrades and improvements (acct.# 250- 370 -5504 -7146) to fund the design and construction of traffic signal improvements at Waterman Ave. and 28' Street
