Motion:
1. Receive public comment on the activities reported on Fiscal Year (FY) 2015-2016
Consolidated Annual Performance Evaluation Report (CAPER); and
2. Authorize the City Manager to submit the CAPER to the United States
Department of Housing and Urban Development (HUD) prior to September 30,
2016; and
3. Adopt the attached Resolution approving the FY 2015-2016 CAPER.
BACKGROUND:
The City of San Bernardino (the "City") is a direct recipient of Community Planning and
Development formula grants (e.g. Community Development Block Grant, Home
Investment Partnership, and Emergency Solutions Grant). As an Entitlement City, the
City is required to provide a report to the United States Department of Housing and
Urban Development (HUD) on its performance in meeting the housing and community
development priorities listed in its approved Five-Year Consolidated Plan. This report is
called the Consolidated Annual Performance Evaluation Report (CAPER) and is due to
HUD by or before September 30, 2016.
Staff recommends that the City Council approve the attached resolution (Attachment 1)
and authorize staff to submit the CAPER (Attachment 2) on the behalf of the City.
CONSOLIDATED PLAN PROCESS

Investment Partnership (HOME), and Emergency Solutions Grant (ESG) program funds
from HUD. The purpose of these funds is to assist the City in meeting the affordable
housing and community development goals and objectives outlined in the City 2015-
2020 Consolidated Plan, particularly for those persons and families with low- to
moderate- income.
To use these funds to meet the greatest existing need within the community, the City
undertakes a planning process known as the Consolidated Plan Cycle. This process is
documented by three reports: 1) one Five-Year Consolidated Plan; 2) five annual one-
year Action Plans, and 3) five annual Consolidated Annual Performance and Evaluation
Reports (CAPERs).
Consolidated Plan
The Consolidated Plan serves four primary functions. First, it is a planning document
for the community that is built upon public participation and input. Second, it serves as
the application for HUD's formula grant programs (e.g. CDBG and HOME) that focus on
providing decent housing, suitable living environments, and expanded economic
opportunities for low- and moderate-income families. Third, the Consolidated Plan
identifies the City's needs in housing, homelessness, community development, and
economic development and presents the City's strategies and timetables to address
those needs. Fourth, the Consolidated Plan is a five-year strategy that the City will
follow each fiscal year to implement HUD programs locally. The current Five-Year
Consolidated Plan covers a period of time that began July 1, 2015 and will end June 30,
2020.
One-Year Action Plan
The one-year Action Plan describes specific projects and activities the City will
undertake, as well as the financial resources it will use to meet the affordable housing
and community development needs for a specific fiscal year. The 2015-2016 Action
Plan was adopted by the Mayor and Common Council at the April 6, 2015 council
meeting and was the first of five Annual Action plans under the current Consolidated
Plan that the City submitted to HUD to receive federal funding.
Consolidated Annual Performance and Evaluation Report (CAPER)
This report is the first-year Consolidated Annual Performance and Evaluation Report
(CAPER) under the current Consolidated Plan, which outlines the City's actual
accomplishments for the period of July 1, 2015 through June 30, 2016. It also describes
the City's progress in meeting the goals and objectives stated in the City's Five-Year
Consolidated Plan.
CAPER SUMMARY
This Consolidated Annual Performance and Evaluation Report (CAPER) outlines the
City's actual accomplishments for the first program year period of July 1, 2015 through
June 30, 2016. It describes the City's progress in meeting the goals and objectives
outlined in the City's Five-Year Consolidated Plan.

During this reporting period, the City of San Bernardino received $3,417,480 of CDBG
and ESG funds combined. For the HOME Program, the City continued its relationship
with San Bernardino County's HOME Consortium and National Community
Renaissance, a non-profit developer, to redevelop the Waterman Gardens
neighborhood and construct new affordable housing opportunities for low and moderate
income households.
The City continued to make progress toward meeting its long-term goals. Attachment 3
entitled "2015-2016 CAPER Summary Report summarizes the City's five-year priority
needs and one-year goals and accomplishments. Detailed descriptions of annual
accomplishments are provided throughout the CAPER document (Attachment 2).
Staff's assessment of the 2015-2016 CAPER covering the first (1 st) year of the
Consolidated Plan Cycle indicated that the City far exceeded several numeric
accomplishment goals include in the five-year Strategic Plan while other were not on
track.
Over the next three months, staff will make necessary adjustments to the FY 2015-2020
Consolidated Plan to bring the City's goals and objectives in line with what can be
achieved with the given resources.
CITIZEN PARTICIPATION
Federal regulations require the CAPER to be made available to citizens for public
comment. In accordance with HUD guidelines, a notice was published in the San
Bernardino Sun on August 17, 2016 inviting the public to comment on the Draft CAPER.
ENVIRONMENTAL COMPLIANCE
In accordance with Section 15378 of the California Environmental Quality Act (CEQA)
and 24 CFR 58.34(a) of the National Environmental Protection Act (NEPA), the
development of the Consolidated Annual Performance and Evaluation Report is exempt
and therefore, not subject to its provisions.
FISCAL IMPACT
The submission of the CAPER does not have an impact to the City's General Fund. The
activities described in the CAPER were funded entirely with federal funds from HUD.
The submission of the CAPER and is a condition for the City to continue receiving
federal funds from HUD.
CONCLUSION:
The community benefits greatly from the federal funds it receives from HUD as the City

is able to carry out its housing and community development strategies, projects and
activities. It is the intention of the City to comply with federal regulations to ensure that
the City continues to be eligible for federal funding from HUD.
