Description) Signing and Striping Materi Finance: Agenda Item No. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Authorization to Prohibit Parking - 4th Street - South Side - Between Foothill Boulevard and Tia Juana Street. Background: The Traffic Engineering Section received a request from 4th Street Rock, and BNSF Intermodal Facility, located on 41h Street, to evaluate sight distance and overall safety along this roadway segment, specifically at the BNSF main driveway. Our investigation revealed that several hundred semi trucks use this driveway on a 24 -hour basis. After evaluation by the Traffic Engineering Staff, it is recommended that several improvements be implemented to improve traffic safety. Amongst these, is the installation of a "No Parking" zone between Foothill Boulevard and Tia Juana Street. This action will improve visibility and allow staff to add deceleration and acceleration lanes on both sides of the driveway. BNSF will also reconfigure their driveway once the "no parking" and striping is completed. This segment of 4th Street is predominantly fronted by BNSF and 4th Street Rock, who are in support of this proposal. There is also an auto wrecking yard in this area. However this business will not be affected since we will install "park off pavement" signs within their frontage. This will only restrict motorists from parking on the pavement but not on the shoulder as they are currently doing. Financial Impact: Funding for installation of the "No Parking" Signs will come from the general fund's signing and striping materials account. This action is considered routine; consequently, there will be no major impact to the account. TO ESTABLISH A NO PARKING ANY TIME ZONE ON FOURTH STREET BETWEEN FOOTHILL BOULEVARD AND TIA JUANA STREET, APPLICABLE TO THE SOUTH SIDE ONLY BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY 1OF SAN BERNARDINO AS FOLLOWS: SECTION 1. Resolution No. 3985 which prohibits parking iupon certain designated streets or portions thereof, Section One is amended by amending Subsection (13.1) FOURTH STREET to read as follows: 11(13.1) FOURTH STREET (a) Between 'D' Street and a point 180 feet east, applicable to the south side only (b) Between 'D' Street and a point 200 feet east, applicable to the north side only (c) Between 'E' Street and 'F' Street, applicable to the south side only (d) Between 'E' Street and a point 320 feet west, applicable to the north side only (e) Between 'F' Street and 'H' Street, applicable to the south side only (f) Between the west side of 'H' Street and the freeway on -ramp west of 'H' Street (g) Between the east side of the San Bernardino County Flood Control Channel and a point 900 west of the channel (h) Between Foothill Boulevard and Tia Juana Street, applicable to the south side only." -1- 1 2 3 4 5 6, 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 21 28 RESO: RESOLUTION 3985 TO ESTABLISH A NO PARKING ANY TIME ZONE ON 4TH STREET BETWEEN FOOTHILL BL.
