Penman, City Attorney DATE: November 19, 1998 AGENDA: November 16, 1998 Currently, San Bernardino Municipal Code §5.04.005 makes it unlawful for any person to commence or carry on business in the City without procuring a registration certificate from the City or without complying with any or all regulations of such business. The current language implies that the person must either procure a registration certifi rocure thee regist ation cert ficate and business. The amendment will require the person to both P comply with business regulations. The amendment is necessary because in certain types of businesses, such as soliciting, more than just a registration certificate is necessary to comply with business regulations.
