HomeMy WebLinkAboutR27 EDAECONOMIC DEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO REQUEST FOR COMMISSION /COUNCIL ACTION FROM: GARY VAN OSDEL Executive Director DATE: October 1, 1998 SUBJECT: ORIGINAL Synopsis of Previous Council Action: MODIFICATION OF CONSOLIDATED PLAN RELATED ITEMS - PROJECTS 97 -229 & 98 -219 AND RESOLUTION AUTHORIZING THE PURCHASE OF TWO (2) FIRE COMMAND VEHICLES FOR USE BY THE FIRE DEPARTMENT On April 6, 1998 the Mayor and Common Council approved and adopted resolution 98 -93, which authorized the execution of a first amendment to the Memorandum of Understanding between the City and the San Bernardino Economic Development Agency for the lease /purchase of fire apparatus (Project # 97 -229). On February 16, 1998 the Mayor and Common Council approved and adopted resolution 98 -69, which authorized the execution of a Memorandum of Understanding between the City and the San Bernardino Economic Development Agency for the lease /purchase of an All Wheel Steer Aerial Ladder Truck and other equipment. Recommended Motion(s): (Mayor And Common Council) MOTION A: That the Mayor and Common Council approve a modification of the project to allow for the purchase, as well as, the lease of vehicles for the Fire Department. (CDBG Projects 97 -229 & 98 -219), AND MOTION B: That the Mayor and Common Council adopt the resolution to approve the issuance of a purchase order in an amount not to exceed $ 130,000.00 for the purchase of two (2) Fire Command Vehicles from Johnson Equipment Company. On May 5, 1997, the Mayor and Common Council approved and adopted the Community Development Citizen Advisory Committee's recommendations for the 1997/98 Fiscal Year Federal funds. Included in this action, was the approval of projects for funding during the mid -year reallocation process (to reprogram certain 1996/1997 FY funds) with amendments. COMMISSION MEETING AGENDA MEETING DATE: 10/19/98 Agenda Item No. /1 4?11 ECONOMIC DEVELOPMENT AGENCY STAFF REPORT odification of Consolidated Plan Related Items - Projects 97 -229 & 98 -219 and Adopt Resolution Authorizing the Purchase of Two (2) Fire Command Vehicles for use by the Fire Department Background The Fire Department currently has two approved CDBG funded projects for the lease /purchase of fire engines, fire vehicles, and ancillary equipment. Project 97 -229 provides $ 230,761 each year for the next ten years (1997 -2007) or total available funding for the period of $ 2,307,610. Project 98 -219 provides $ 218,889 per year for ten years (1998- 2008), or a total of $ 2,188,890. In combination, $ 4,496,500 would be available over the eleven -year period. It is requested that the Mayor and Common Council approve the purchase of two (2) Fire Command Vehicles. Vendors were required to bid on vehicles as outlined in Specification No. F99 -20, "The furnishing and delivering of a Fire Command Vehicle ". Both Command Vehicles being replaced are older than the adopted seven (7) year life span replacement schedule. Further, both vehicles are in poor condition. ASSIGNED VEHICLE YEAR MILEAGE CONDITION Fire Command S -1 1986 130,000 Poor Fire Command S -10 1987 110,000 Poor Analysis A notice inviting bids for Bid No. F99 -20 was sent to five (5) vendors; one (1) bid was received and opened on September 16, 1998. The result was as follows: VENDOR LOCATION Johnson Equipment Co. Yorba Linda I1I9 ' : M $ 62,577.97/ea LOCALVENDOR PREFERENCE Not applicable The cost and technical specifications of the bid was reviewed and the one (1) bid submitted by Johnson Equipment Company, at a cost of $ 62,577.97 per vehicle, was found to be acceptable and met all items called for in the specification. Recommendation RECOMMENDATION A: That the Mayor and Common Council approve a modification of the project to allow for the purchase, as well as, the lease of vehicles for the Fire Department.
