"D" Street San Bernardino, California 92418 Your Honor: �nteind into Record at +n�vOevCms Mtg: re Apnd;4 Item �� "'Id City ClerkICDC Secy City of San Bernardino Last September 8, 1998 I respectfully requested that your staff be required to report (by October) on the street rehabilitation projects performed since March 1998. Both "slurry- seal" projects and major rehabilitation (Mill Street) projects could be summarized, and a cost per mile could be established. At a previous meeting, Mr. Hayes, director of Building and Planning services reported an average cost of $20,000 per mile. Once again, I must insist that the public be given an opportunity to present alternatives. I don't disagree that cost must be a controlling priority, however, I have (what I believe to be) "edge -of- technology" information that the Council has not considered. Of course, staff may be offering the best information that they have, but I have found their research to be lacking. I wish to establish our investment potential in order to optimize our investment in our sadly deteriorating infrastructure. Again, I ask respectfully in order for you to respond respectfully. Others have attempted to slow Council actions in an effort to reveal the business being conducted. I urge you to understand that the business you conduct today, and every Council agenda day, is the citizen's business. It is only your business as you have each been individually designated by your constituency to conduct it at their request (vote). Please, give the people the information I am requesting respectfully. Any further delay may result in a TRO or other action to further delay or differ a response. Respectfully submitted, Robert J. Distribution of food, clothing and toiletries is distributed weekly. Unfortunately Prayer Mission financial resources are quite limited, due to this we are unable to help everyone who comes to Prayer Mission. We are not able to meet the needs of the disadvantaged in San Bernardino which is a deep desire of Prayer Mission; we are submitting this proposal to the city for financial assistance. Prayer Mission has a concern for the improvement of quality housing in the San Bernardino area. We have a qualified General Contractor and skilled labors who also share the city's concern. We are inspired to develop programs which train residents in various vocation and skills. Our plan is to train people, reduce unemployment, restore the value of family in the area in which we live. People will become potential home owners, tax paying citizens and contributor to the cause which concern us all. Prayer Mission has found that more trained and skilled workers are in great need in our community. Prayer Mission is submitting this proposal to the city to obtain the funds needed to assist the city in it's quest for improvement. We are asking the city for three million dollars with a three -yeas long term grant to assist the city of San Bernardino. /G -19 -99 _�f S'
