Jeff Breiten, representative for the Pension and Retirement Services (PARS) N
subcommittee and president of the City of San Bernardino Retired Public Employees 9
Association, stated that nothing was included in the Amended Disclosure Statement to let o
I Judge Jury know about their ongoing negotiations. He said they met with the City on
January 21, 2016, and made a formal proposal to resolve the issue, but have not received E
a response. He stated that he wanted to make sure the City Council was aware that the
PARS people were ready to settle. a

4B. C-SPAN Cities Tour—Mayor R. Carey Davis
Ashley Hill, Producer and Community Relations Representative, provided a brief history o
of the C-SPAN TV Network based in Washington D.C. She stated that during their visit
to San Bernardino they would be focusing their attention on DDT Legislation, the early 9
Mormon settlers, McDonald's, Route 66, Norton Air Force Base, and the City's rail °
history. Additionally, she said they would be conducting interviews with Mayor Davis, d
Congressman Aguilar, and several non-fiction authors and would also be speaking with s
area schools and local Rotary Clubs. Ms. Hill announced that the program would air on
May 7-8, 2016, and the video would be archived on the C-SPAN Cities Tour website at

Kathy Mallon, San Bernardino, said the draft minutes stated that the written comments
she had submitted were read into the record during the public comment period; however,
that was not an accurate statement. She stated that her written public comments were not
read into the record until after the vote was taken.

Chief Assistant City Attorney Grider stated that she was not present at that meeting, but it
was her understanding that the comments were read into the record after the vote.

made.

Council Member Nickel asked for clarification of the savings to the City.
Chief Assistant City Attorney Grider stated that the City would save money on PERS
benefits, overhead, and maintenance of facilities and vehicles.
City Attorney Saenz stated that the City would be supplementing the income the _

Council Member Shorett said that the tow companies needed more than a month-to-
month agreement. He stated that he would support a five-year extension, but if that was
not possible, he wanted to go with at least a two-year extension.

Council Member Valdivia suggested extending the contract for five years at the flat rate
of$79 with no increase in the franchise fees.
Chief Assistant City Attorney Grider advised that this item was an amendment of the
term and fee. She stated that if the City Council wanted to make any other changes, they
should have more discussion, negotiate with the tow service companies, and come up
with a new agreement.

period.

Park and handed out her plan for the homeless.
Kim Carter, San Bernardino, said Time for Change gets $358,000 annually from HUD
to house chronically homeless individuals via their Homes of Hope program. She said the

than talk so much.

Marla Robinson, Attorney representing Rancho Meridian Mobile Home Park
Corporation, explained that the corporation wanted to refinance the current first trustee
mortgage and asked HUD to amend the mortgage, but HUD wanted to refinance the loan. o
She stated that the City of San Bernardino's position would remain the same, besides o
being in a better position with a lower mortgage rate.

Bank of the Inland Empire), spoke about their first Hunger walk that would be taking >i
place on Saturday,May 14, 2016 at 8:00 a.m. at the San Manuel Stadium.

Robert Segura, San Bernardino, expressed his opposition to the parcel levy and opposes
the LAFCO reorganization of fire services. He stated that LAFCO was attempting to
approve a property tax increase without voter approval. •�
Dr. Million, San Bernardino, spoke about her nonprofit service as the United States N
Marine Corp. Toys for Tots distributer for San Bernardino and Riverside County. She co
stated the need for warehouse and administrative office space.
Floyd Huyler, San Bernardino, spoke in opposition to the proposed annexation and
parcel tax.
Betty Jean Long, San Bernardino, spoke about there being too many homeless people Q
that need housing. She said that the City needed to get a Tent City started at the airport.
Casey Armstrong, San Bernardino, stated that April was Child Abuse Awareness and
Prevention month. She announced that C.A.S.A. would be hosting their 9th Annual Care
for Kids event and extended an offer to the Mayor, City Council, and Community to
participate in the event.
I Pastor Tyrone Harris, Assistant Pastor of the Church of Obedience, San Bernardino
read a letter from church member, Patrice Washington,who was in support of SBETA.

James Penman, San Bernardino, spoke about the City Charter, the Mayor's power, and
the Civil Service Board.
Scott Olson, San Bernardino, spoke about his race for the Republican Central
Committee. He asked for Republican support and discussed priorities for conservatives.
Barbara Babcock, San Bernardino, spoke about the City of San Bernardino Art Night
event on May 19, 2016 at City Hall.
Monica Smith and Sherry Brent, San Bernardino, asked the City Council to reconsider
their block grant application for their non-profit organization in order to continue to serve
the homeless community. N
Pastor Sam Casey, spoke on behalf of SBETA and said he was discouraged about the Q
veto and asked the Mayor to rethink his vote. w
City Clerk Hanna read a letter into the record that was handed to her by William Ciocci
concerning a proposed medical marijuana ordinance and cannabis commission.
Al Palazzo, San Bernardino, spoke about the zoning changes in the Development Code a)
and said he believed the staff was not properly informing the City Council or doing the v
work required to achieve a total transformation of the City. (n I

SBETA program.

Jim Smith, San Bernardino, thanked the Mayor and City Attorney for attending the
dedication of the monument honoring San Bernardino's history. He said he was
supportive of Fred Shorett, and mentioned the workshop between the City Council and
the Charter Committee. N

opposing the parcel tax. She talked about shootings in her neighborhood and said she had
been complaining about the situation since October, to no avail. E

Jacqueline Hill, San Bernardino, spoke in favor of SBETA and spoke about
unemployment rates and asked if the City would make the audit documents available to a
the State.
Wallace Allen, San Bernardino, said one of San Bernardino's problems was lack of
employment training and said SBETA was one of the best tools they had to help the
community.

7. Items to be Referred to Council Committees
Council Member Marquez requested that makeshift memorials be referred to the Quality
of Life Committee;
Council Member Nickel requested that outstanding items from the former Ways and
Means Committee be referred to the Quality of Life Committee;
Council Member Valdivia requested that issues of the taxicab licensing and decal
restructuring be referred to the Legislative Review Committee.
8. Announcements by Mayor, Council and Executive Staff
Mayor Davis announced that the 2016 State of the City Address would be held on Friday,
April 22, 2016 at 5:00 p.m. at the San Bernardino International Airport Domestic N

Workshop to Review the Preliminary Proposed Charter with the Volunteer Citizen-Based
Charter Committee.
Committee Chairman Phil Savage presented the proposed Charter to the MCC and
discussed the various aspects of the document.
Discussion Only - No Action Taken
Motion: Discuss and take possible action.
Public Comment:
Danielle Hemphill, San Bernardino, spoke about the need for a building to house the
homeless people in San Bernardino. She said it hurts her heart to see them.
Pastor Rod Berryman, San Bernardino, said he is a minister interested in a building for
the homeless and said he had been called by a council member.
James Penman, San Bernardino, spoke about the US Constitution and safeguards and
checks and balances that were copied from that document into the city's charter. He said
many of the things that needed to be discussed during the charter review process, and that
the committee that should have been heard, were not. He said there were several factual
errors in what he had heard that day.
Sandra Ibarra, San Bernardino, said she talked to residents to inform them about the
parcel tax and annexation and that there is a lot of voter apathy in the city because elected
officials make decisions behind closed doors, against people's will. She said the elected
officials need to reach out to the voters if they want greater participation.
Amelia Lopez, San Bernardino, said she is not a charter expert, but that as a registered,
conscientious voter she is trying to make an informed decision. She said that there were
many references in the proposed charter that are like the original charter, but the
committee's rationale doesn't state that. She said that the recommended charter is a good
document, but said that the council should indicate for the voter what is new and different
compared to the current document.
Jim Smith, San Bernardino, congratulated the Charter committee for its work and said
there remains a critical vote on the Charter, which would culminate a wonderful year for
the city.
