He said they met with the City on January 21, 2016, and made a formal proposal to resolve the issue, but have not received E a response. She stated that during their visit to San Bernardino they would be focusing their attention on DDT Legislation, the early 9 Mormon settlers, McDonald's, Route 66, Norton Air Force Base, and the City's rail ° history. She stated that if the City Council wanted to make any other changes, they should have more discussion, negotiate with the tow service companies, and come up with a new agreement. Monica Smith and Sherry Brent, San Bernardino, asked the City Council to reconsider their block grant application for their non-profit organization in order to continue to serve the homeless community. Closed Session 2. Staff Reports 2A. City Clerk Workshop to Review the Preliminary Proposed Charter with the Volunteer Citizen-Based Charter Committee. Committee Chairman Phil Savage presented the proposed Charter to the MCC and discussed the various aspects of the document. Discussion Only - No Action Taken Motion: Discuss and take possible action. Public Comment: Danielle Hemphill, San Bernardino, spoke about the need for a building to house the homeless people in San Bernardino. She said it hurts her heart to see them. Pastor Rod Berryman, San Bernardino, said he is a minister interested in a building for the homeless and said he had been called by a council member. James Penman, San Bernardino, spoke about the US Constitution and safeguards and checks and balances that were copied from that document into the city's charter. He said many of the things that needed to be discussed during the charter review process, and that the committee that should have been heard, were not. He said there were several factual errors in what he had heard that day. Sandra Ibarra, San Bernardino, said she talked to residents to inform them about the parcel tax and annexation and that there is a lot of voter apathy in the city because elected officials make decisions behind closed doors, against people's will. She said the elected officials need to reach out to the voters if they want greater participation. Amelia Lopez, San Bernardino, said she is not a charter expert, but that as a registered, conscientious voter she is trying to make an informed decision. She said that there were many references in the proposed charter that are like the original charter, but the committee's rationale doesn't state that. She said that the recommended charter is a good document, but said that the council should indicate for the voter what is new and different compared to the current document. Jim Smith, San Bernardino, congratulated the Charter committee for its work and said there remains a critical vote on the Charter, which would culminate a wonderful year for the city. 3.
