No financial impact in current Fiscal Year 2015-16 as the recruitment and hiring process would be completed in Fiscal Year 2016-17. Motion: Adopt the Resolution. Synopsis of Previous Council Action: None BACKGROUND/ANALYSIS The Accounting Division is the largest division in the Finance Department, consisting of 11 personnel. On January 1, 2014, the Finance Department established an Accountant Series (Resolution No. 2014-12), with the management position designated as an Accounting Manager (U). This position has been vacant since January of 2015. To address the City's financial operational challenges both effectively and efficiently, it became vital to fill this position to ensure work is properly allocated and completed in a timely and accurate manner. Recruitment efforts commenced in November 2015 and recently closed in April 2016; unfortunately, it did not produce a viable selection of prospective candidates. A recent survey of local cities was conducted to evaluate comparable positions and salaries. The findings identified the need for a slight increase in the compensation to ensure and attract well-qualified candidates. Accounting Manager positions are among the most difficult local government positions to fill due to scarcity of candidates. The City's current salary level has not kept up with the market factors. This position is not only responsible for managing the staff in the Accounting Division, but it also performs specialized and complex financial and cost accounting analyses and is central to the preparation of accounting records and documents for the annual audit for the City's financial records.
