STAFF REPORT
Subject:
Authorization to Prohibit Parking on 3`d Street between six - hundred (600) ft. east of Waterman
Avenue and thirteen hundred (1,300) ft. east of Waterman Avenue applicable to the South Side
Only.
Background:
The Manager of the Nova Creekside Apartments contacted the Traffic Engineering Staff
regarding a traffic problem in front of their complex located at 495 E. 3`d Street. Tenants and
their guests are parking on 3`d Street adjacent to the major driveway of the complex causing an
unsafe situation. The parked vehicles are obstructing the view of motorists attempting to enter
3`d Street from this driveway.
Traffic Engineering Staff evaluated and verified the manager's concerns. To resolve this
problem, staff suggested that parking be prohibited within the frontage of the apartment
complex„ This will provide sufficient visibility to exit onto 3`d Street safely and the manager
concurred with this recommendation. There is sufficient off - street parking in the complex to
accommodate tenants and their guests; consequently, a "No Parking" zone will not adversely
affect parking in this area.
In view of the support by the only affected property manager, staff recommends that the "No
Parking" zone be approved.
Financial Impact:
Funding for installation of the signs will come from the general fund's signing and striping
materials account no. 001 - 187 -5111. This action is considered routine and there will be no
major impact to the account.
Recommendation:
Adopt Resolution authorizing the implementation of a "No Parking" Zone on 3`d Street
between six - hundred (600) feet east of Waterman Avenue and thirteen - hundred (1,300) feet
east of Waterman Avenue, applicable to the south side only.

RESOLUTION NO. 3985 ENTITLED, IN PART, "A RESOLUTION...
PROHIBITING PARKING UPON CERTAIN DESIGNATED STREETS, ALLEYS,

OR PORTIONS THEREOF.." TO ESTABLISH A NO PARKING ANY TIME ZONE
ON THIRD STREET BETWEEN SIX - HUNDRED FEET EAST OF WATERMAN

AVENUE AND THIRTEEN- HUNDRED FEET EAST OF WATERMAN AVENUE,
APPLICABLE TO THE SOUTH SIDE ONLY.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE

CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1: Resolution No. 3985, Section One, Subsection,

(30) THIRD STREET, is amended to read as follows:

(A) Between the centerline of Waterman Avenue and
a point 320 feet west, applicable to the south

side only.

(B) Between the centerline of Waterman Avenue and
a point 210 feet west, applicable to the north

side only.

point 95 feet east, applicable to the north

side only.

(D) Between Arrowhead Avenue and a point 180 feet
east, applicable to the south side only.

(E) Between Arrowhead Avenue and a point 200 feet
