He stated that Judge Jury approved the Disclosure Statement for submittal; however, she requested that additional language be added that summarized the d dispute between BICEP and the City. Mr. Belknap stated that the Disclosure Statement Review Period had begun. He stated that ballots would be mailed to creditors on July 29 and that the deadline for ballots to be received and objections filed was September 2. The City's deadline to respond was September 30, and the first confirmation hearing was o going to be held on October 14. Following the confirmation hearing, the next date would v be confirmation day—the date the Plan would be confirmed and the City could exit h bankruptcy protection, which could be by the end of this calendar year. He stated that he was looking forward to the increased fire services provided by the County; announced that on June 25 the Quality of N Life Team would be cleaning up the Waterman Avenue right-of-way from the 210 N Freeway to Wildwood Park; and announced that on July 9 there was going to be a park o revitalization project at Perris Hill Park. c Shirley Harlan, San Bernardino, representing the League of Women Voters of the San E Bernardino Area, spoke about their plan to help educate voters about the importance of the City's Charter. w Q Ron Sellers, San Bernardino, stated that in 1810, a Catholic priest named the area San Bernardino, but the City was actually founded in the early 1850s; was thankful for the founding fathers of this country who made it possible to get rid of slavery; and stated that the Service Employees International Union (SEIU) and the California Public Employees' Retirement System(Ca1PERS) were two of the most corrupt organizations in the country. Benita Rodriguez, San Bernardino, stated that two weeks ago she told the Council that the residents would like to enjoy their parks,but she was not happy with the way the City just threw the homeless out of the park instead of offering them some kind of assistance. Sandra Ibarra, San Bernardino, stated that it was great what the Quality of Life Team was doing, but nobody was recognizing the neighborhood associations. She urged residents living in inactive neighborhood association areas to consider reactivating them. She asked the City to also recognize its volunteers who love the City and do what they can with what they can out of the goodness of their hearts and they do it without pay. William Cioci, San Bernardino, stated that signatures had been turned in for an initiative to regulate cannabis in the City that he did not necessarily agree with and he hoped the City could come up with something to counter what was going to be put in front of N voters. Mr. Cioci distributed a flyer to the Mayor and Common Council and announced that on Thursday, June 23, 2016,the High Desert Cannabis Association would be holding its 1St Annual High Desert Cannabis Industry Summit. He stated that the event was not open to the public; however, he invited the Mayor, Councilmembers, City Manager, City w Clerk,and City Attorney to attend. c Al Palazzo, San Bernardino, stated that he listened to the budget presentation but did not hear any discussion about creating the conditions that would bring investment, grow the tax base and create jobs in this community so the City could get the revenues it needed. He said he would be suspending his tours because of the heat, but would start giving them again in the fall. LO Jay Lindberg, San Bernardino, spoke about bringing new businesses to the City; and climate change. i Moniko Simmons stated that she was homeless for a while and what the City did to the (ni homeless at Seccombe Lake Park was not cool. She said the City of San Bernardino needed to give people places to go like they do in Los Angeles. She said she's tired of o everyone thinking homeless people are on drugs and/or alcohol. Jim Smith, San Bernardino spoke about the City moving out of bankruptcy hopefully before the end of the year; the phenomenal report regarding the City's budget; the Quality of Life Team; the transfer to County Fire; and the possibility of a new City Charter. o N 9. Items to be Referred to Council Committees N Council Member Nickel suggested that the Council reconsider the need to conduct a poll of the citizens of the City of San Bernardino to get an understanding of opinions regarding the medical marijuana initiative, to understand the potential likelihood of passage, and whether or not they should take some type of legislative action in response. He asked the City Manager what the process and timeline would be. Q City Manager Scott stated that the item would be discussed at the July 5, 2016 Council meeting.
