August 2, 1999 Approved installation of temporary delineators for a period of 6 months and approved installation of a traffic signal at the intersection of Tippecanoe Avenue and Laurelwood Drive. Recommended Motion: Approve Plan No. 10012 for the installation of a Traffic Signal at the intersection of Tippecanoe Avenue and Laurelwood Drive and authorize the -Director of Development Services to Advertise for Bid. Description: Tippecanoe/Laurelwood- Install Traffic Signal and Median Finance: % { OIL-, Council Notes: Agenda Item No. 9/x/99 CITY OF SAN BERNARDINO — REQUEST FOR COUNCIL ACTION Staff Report Subject: Authorization to Advertise for Bids - Installation of a Traffic Signal at the Intersection of Tippecanoe Avenue and Laurelwood Drive per Plan No. 10012 Background: New development along the Tippecanoe Avenue corridor between the I -10 Freeway and San Bernardino International Airport has resulted in a significant increase in traffic along Tippecanoe Avenue in the vicinity of the I -10 Freeway. In December of 1998, the San Bernardino Police Department, in response to a significant increase in traffic accidents, closed the intersection of Tippecanoe Avenue and Rosewood Drive, with signs and barricades, to all left turning movements and east -west through movements. This closure resulted in the diversion of most of the northbound to westbound left turns from Rosewood Drive to Laurelwood Drive. Subsequent to the closure, the Traffic Section conducted studies of the Tippecanoe /Laurelwood intersection and determined that a traffic signal is warranted at the intersection. See Exhibit "A" for project location. On August 2, 1999, the Mayor and Common Council approved installation of temporary delineators at the intersection of Tippecanoe /Rosewood to preclude northbound to westbound left turns, all left turns from Rosewood Drive onto Tippecanoe Avenue, and east -west through movements. Additionally, direction was given to immediately proceed with installation of a traffic signal at the intersection of Tippecanoe /Laurelwood. This project is included in the Fiscal Year 1999/2000 Capital Improvement Plan in the amount of $145,000. Plans and specifications for this project are complete and the project is ready to advertise for bids. The estimate project costs are as follows: Cost Item Est. Cost Traffic Signal Construction Cost $ 93,000 Design, Inspection & Contract Admin. $ 9,300 Subtotal $ 102,300 Contingencies $ 15,700 Total $ 118,000 Financial Impact: Funding for this project in the amount of $145,000 was allocated in the FY 1999 -2000 under account no. 250- 370 -5504 -7172 "Tippecanoe /Laurelwood - Install Traffic Signal and Median". The remaining balance in the account after completion of this project will be available for the construction of a permanent, raised concrete median extending from the I -10 westbound ramps to Laurelwood Drive. Recommendation: That the Mayor and Common Council Approve Plan No. 10012 for the installation of a Traffic Signal at the intersection of Tippecanoe Avenue and Laurelwood Drive and authorize the Director of Development Services to advertise for bids.
