STAFF REPORT
SUBJECT: Authorization to Demolish City property at the Southwest Corner of Waterman
Avenue and Fourth Street, the vacant Naval Reserve Facility.
BACKGROUND:
In 1968 the City entered into a lease with U.S. Government Real Property for the use of property
at Fourth and Waterman as a Military Reserve Training Center. The property is approximately
four plus acres (300 feet by 600 feet). The Navy constructed a large structure at the Waterman
Avenue frontage, for offices. Over the years, a 6 -bay shooting range, a classroom and a number
of corrugated steel "Quonset hut" type buildings were erected on the property. The lease was
extended on a yearly basis since 1968 until the Navy terminated the lease June 30, 1997.
Prior to the termination of the lease there were discussions with the Navy about disposition of the
buildings. During these discussions the City asked the Navy to consider demolishing the
buildings. Facilities Mangement, provided estimates that it would cost about $150,000 to
demolish and $300,000 to restore the buildings. The estimate for the restoration of the facility, in
large part was based on a 1996 Environmental Baseline Survey that found large amounts of lead
paint and asbestos. The Navy initially considered demolishing the buildings noting that it would
cost less than the abatement work.
Staff presented the demolition option to the City Council in August of 1996. The Council found
that in view of their age and special purpose design, the buildings would not be of economic
benefit to the City. They further determined the City would be better off with a large vacant
parcel with commercial frontage on Waterman Avenue. With that action the City notified the
Navy that demolition of the existing buildings would be preferable.
Nothing further was heard from the Navy until June of 1997 when they indicated they were
moving out and relinquishing the buildings to the City. The Real Property Division contacted
the Navy to confirm the status of the demolition. Staff was told the Navy was turning the
buildings over to the City, and the buildings would be the City's concern (attachment 2). Since
the termination of the lease, maintenance and security of the facility has been the responsibility
of the City.
City staff has since contacted Navy representatives requesting that they demolish the buildings.
The Navy's position is still that the buildings are owned by the City, subject to the lease, and the
Navy is not responsible for them.
Since the termination of the lease the buildings have remained vacant. The City has boarded up
the buildings four times and removed graffiti at least six. The buildings have been broken into
numerous times and vandalized. The electrical panels have been stripped of all copper and the
air conditioning units have been removed. The City has spent on average $6,000 per year to
secure the buildings and cut weeds. Facilities Management estimates the current cost to return
the building to use is over $400,000.
Bids were obtained in December 1998 with a low bid of $82,225 for demolition and $34,972 for
removal of asbestos. Because of funding concerns the project was delayed until this fiscal year
but the bids are still valid. Community Development Block Grant funds are available under the
Mayor's Demolition Initiative to demolish the buildings.
FINANCIAL IMPACT:
The cost of the demolition is $117,197 and is included in the fiscal year 1999/2000 Code
Compliance approved budget. Community Development Block Grant funds will reimburse the
City's General Fund for all demolition costs incurred for this property.
RECOMMENDATION:
Authorize the demolition of City owned property at Waterman Avenue and Fourth Street using
1999/2000 fiscal year funds budgeted for this purpose.

In 1968, the Department of Navy, Southwest Division Naval Facilities, Engineering
Command, leased the Southwest corner of Waterman Avenue and 4th Street, an area of
approximately 4+ acres (300 feet by 600 feet), for use as a U. S. Navy and Marine
Reserve facility. The Navy constructed a large structure at the Waterman Avenue
frontage, for offices, etc. Over the years, a 6 -bay shooting range, a classroom,
and a number of corrugated steel "quonset hut" type buildings were erected on the
property. The terms of the lease specify that at the expiration of the lease the
buildings would be retained by the City, or demolished - whichever the City de-
sired.
An extensive environmental study (CERFA Environmental Baseline Survey) has been
prepared for the property by the consulting firm of Brown and Caldwell. There is
substantial evidence of asbestos throughout the main building, and most of the
exterior paint is lead based. There was little indication that any contamination
had leached into the soil. The main building consists of a number of small offic-
es, some classrooms, a kitchen and eating area, etc, and the environmental problems
are minimal, due to the administrative nature of the use.
A thorough review of the buildings was conducted with Jim Sharer of Facilities
Management, Public Works Staff, and representatives of the U.S. Navy and Brown and
Caldwell.
The pertinent question is: would the habitable buildings constitute an economic
benefit to the City? In view of their age and special purpose design, we feel that
they would not be of benefit and the City would be better off with a large vacant
parcel with commercial frontage on Waterman Avenue.
Therefore, we recommend that authorization be granted to notify the U.S. Navy that
the City would prefer to have the buildings demolished.

In 1968, the City entered into a lease with the U.S. Government
Real Property (Short Form) for the continued operation of a
Federal Military Reserve Training Center. A copy of this form
is attached for reference.
This lease has been extended on a yearly basis since 1968. The
last extension was for the period from 10 -01 -96 to 06- 30 -97.
Amendment No. One, adopted in 1990, revised the legal
description to exclude the additional right of way needed for
the widening of Waterman Avenue.
The Navy gave notice that they planned to vacate this site, due
to a consolidation of reserve units. An Environmental Baseline
Survey (EBS) was conducted, in accordance with federal regula-
tions. This survey found lead paint and some asbestos, but not
in concentrations harmful for non- residential uses.
The Navy's representative, Ms. Monica S. Ryan, Chemist (619)
532 -1227, advised us that it might be possible for the buildings
to be demolished, instead of abating the hazardous materials.
At their meeting of 8- 06 -97, the Mayor and Council made a deter-
mination that demolition of all existing structures would be
preferable.
Ms. Ryan has recently advised us that the Navy has determined
that the buildings are owned by the City, (by virtue of the
lease) and they could not demolish them due to a lack of funds
and since they are owned by the City. Also, that the EBS found
that none of the materials on -site presented a hazard, so the
Navy was not required to perform any clean -up. According to Ms_
Ryan, the Navy just exited the property, as of 6- 30 -97.

Therefore, maintenance and security of this facility has now
transferred to the City.
