Approval of A Grant Application Amendment for
Funding of Street and Infrastructure Improvements
Background
On May 5, 1997, the Mayor and Common Council adopted Resolution No. 97 -121 authorizing
the submission of an Application to the United States Department of Commerce, Economic
Development Administration ( "Federal EDA ") for a $1.8 million grant to undertake street and
infrastructure improvements adjacent to and within the former Norton Air Force Base. The City
of San Bernardino and the IVDA were co- applicants for this grant. The prior $1.8 million dollar
grant required a 25% local match which was contributed by the IVDA and was not an obligation
of the City of San Bernardino. There remains approximately $900,000 of the original grant
award amount to complete other public improvement projects of the IVDA on the former Norton
Air Force Base properties including portions of Otto Gericke Drive and Art Townsend Drive.
The purpose of the proposed amendment to the grant application is to add an additional $1.1
million dollars to the current $1.8 million dollar grant, increasing the total amount of the grant to
$2.9 million. The Federal EDA requires that the City of San Bernardino continue in the role as
co- applicant with the IVDA for these grant funds and requires that the Mayor be authorized on
behalf of the City of San Bernardino to execute the grant application. The additional grant
amount of $1.1 million dollars requires only a 10% local match which will be contributed by the
IVDA in the form of in -kind services subject to approval by the Federal EDA. This amended
grant amount likewise does not require the City of San Bernardino to make any contributions
towards meeting the local 10% matching share.
All required pre- construction and construction supervision work and related activities will be
administered by the City's Development Services Department in the same manner as have the
other similar street, public improvement and infrastructure projects on the former Norton Air
Force Base. The IVDA intends to use the remaining funds from the $1.8 million dollar grant
plus the additional funds from the $1.1 million dollar grant to upgrade the following streets
which are located within the proposed TecParc project: Otto Gericke Drive, Art Townsend
Drive, "A" Street, Frank Bland Drive, Enterprise Drive, Rialto Drive and Memorial Drive.
At their meeting of May 12, 1999, the IVDA Board authorized the submission of the grant
application amendment and approved meeting the $112,000 local matching requirement with in-
kind- services.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AUTHORIZING THE SUBMISSION OF A
GRANT APPLICATION AMENDMENT TO THE UNITED STATES
DEPARTMENT OF COMMERCE, ECONOMIC DEVELOPMENT
ADMINISTRATION
WHEREAS, the City of San Bernardino, California ( "City ") is a charter city; and
WHEREAS, the Inland Valley Development Agency ( "IVDA ") was established by the
Ilegislative bodies of the City, the County of San Bernardino, the City of Loma Linda, a charter
Icity, and the City of Colton, a general law city ( "Members "); and
WHEREAS, on January 24, 1990, a certain Joint Exercise of Powers Agreement became
effective in which is set forth the purposes and powers of the IVDA in connection with the
adoption of a redevelopment plan and acquisition of certain Norton Air Force Base ( "NAFB ")
properties if and when available for acquisition; and
WHEREAS, on February 12, 1990 and February 13, 1990, the Members approved and
authorized the execution of a certain Amendment Joint Exercise of Powers Agreement
( "Amended Agreement ") which amended and superseded the Joint Exercise of Powers
Agreement; and
WHEREAS, the IVDA together with the City have received a grant from the United
' States Department of Commerce, Economic Development Administration ( "EDA "), in the
amount of $1,800,000 for the design, construction and implementation of infrastructure
improvements including: (i) the construction of street improvements including traffic signals,
landscaping and underground utilities relative to Mill Street from Lena to Tippecanoe; and (ii)
the construction of street improvements including landscaping and underground utilities relative
to Otto Gericke from 3rd to Art Townsend, and relative to Art Townsend from Otto Gericke to
Del Rosa ( "Improvements "); and

WHEREAS, the IVDA together with the City now desire to commence a formal grant
application amendment with the United States Department of Commerce, Economic
Development Administration ( "EDA "), for the issuance of an amendment to the grant for
approximately $1,100,000 in additional funding to fund a portion of the design, construction and
implementation of infrastructure improvements including: (i) the construction of street
improvements including traffic signal modifications, landscaping and underground utilities
relative to Frank Bland Drive from Art Townsend Drive to Enterprise Drive, and relative to
Rialto Avenue from Frank Bland Drive to Del Rosa Avenue, and relative to Enterprise Drive
from Frank Bland Drive to Del Rosa Avenue, and relative to "A" Street from Otto Gericke Drive
to Frank Bland Drive, and relative to Otto Gericke Drive from "A" Street to Harry Sheppard
Boulevard, ( "Improvements "), which along with those improvements already under construction
are estimated to cost approximately $2.9 million, and
NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO, CALIFORNIA, DO HEREBY RESOLVE, DETERMINE AND ORDER
AS FOLLOWS:
Section 1. The Mayor of the City is hereby authorized and directed to execute any
and all necessary documents and to make all necessary representations and assurances in
connection with the submittal of the $1,100,000 grant application amendment to the EDA so as
to enable the City in cooperation with the IVDA to obtain the funding for and to undertake the
improvements.

Section 2. This Resolution shall become effective immediately upon its adoption.

or prescribed by the applicable Federal, State and local agencies for the maintenance and operation of such
facilities.
Will require the facility to be designed to comply with the Americans With Disabilities Act of 1990 (ADA)
(P.L. 101 -336) Accessibility Guidelines for Buildings and Facilities, as amended, (36 CFR Part 1191). Will
be responsible for conducting inspections to insure compliance with these specifications.
In consideration of EDA malting a grant and/or loan for a project that is requested by an applicant which is
a business enterprise, it agrees that for a period of two years after disbursement by EDA of said grant and/or
loan or any part thereof, applicant will not employ or tender any office or employment to, or retain for
professional services, any person who, on the date such assistance is needed or within one year prior to said
date, shall have served as an officer, attorney, agent or employee of EDA occupying a position or engaged
in activities which EDA has determined involves discretion with respect to the granting of assistance under
the Public Works and Economic Development Act of 1965, as amended, including the comprehensive
amendments of the Economic Development Administration Reform Act of 1998.
Will have no facilities under ownership, lease or supervision that are to be utilized for this project either listed
or under consideration for listing on EPA's List of Violating Facilities.

on the part of the applicant to inform EDA of any employer who will benefit from such assistance who will

Building Construction, which imposes requirements that federally assisted facilities be designed and

National Building Code; and/or 1991 Amendments to the SBCC Standard Building Code.

This letter is a formal invitation to submit an application to the Economic Development
Administration (EDA) to continue the Economic Adjustment public works defense
implementation grant 07-49- 02680. This Financial Assistance Award is authorized under Title
ll, Section 209, of the Public Works and Economic Development Act, as amended. This grant
will assist the funding of your project proposal to provide engineering and design of a master
plan, land use study, and design and construction of infrastructure improvements on the Former
Norton Aix Force Base, located in the City of Sacra»to, Sacra=eW,@ County, California.

Inland Valley Development Agency is authorized to request a $1,000,000 EDA grant, which is
90 percent of the total estimated project cost of $1,112,000. The local matching share is
$112,000, which will be provided by Inland Valley Development Agency.
The application is due September 3, 1999. The enclosed application materials are to be
completed and submitted to your Project Officer, JoAnn Smith, at the above address. You relay
contact her at (206) 220 -7689, for answers to your application questions. Please include all
application narrative exhibits on a 3.5 inch computer diskette. SRO uses both WordPerfect and

Marshall. His address is The EDA Field Assistance Office, 8929 South Sepulveda Boulevard,
Suite 414, Los Angeles, California 90045. Mr. Marshall's telephone number is (310) 670 -6406,
and he may be contacted for answers to application questions.
Your Economic Development Representative and your SRO Project Officer will both conduct
initial reviews of your application and notify you of any deficiencies identified. Project
processing can continue providing you do not have any major deficiencies. List any known
missing exhibits in your application transmittal letter.
The Seattle Regional Office has limited annual authority to invite public works grant
applications. Since we are near the end of the fiscal year, it is imperative that the application is
submitted to the Regional Office by September 3. If clearing deficiencies takes more than 3 to 7
days, EDA will suspend processing of your project proposal. Subsequently the application may
be officially denied and returned to you.
This invitation to apply for a grant is not an indication EDA will approve your application. Each
year EDA invites applications which collectively exceed available funds. Therefore, your project
proposal will be in competition for approval with many other worthwhile projects.
