The City of San Bernardino and the IVDA were co- applicants for this grant. The prior $1.8 million dollar grant required a 25% local match which was contributed by the IVDA and was not an obligation of the City of San Bernardino. There remains approximately $900,000 of the original grant award amount to complete other public improvement projects of the IVDA on the former Norton Air Force Base properties including portions of Otto Gericke Drive and Art Townsend Drive. The purpose of the proposed amendment to the grant application is to add an additional $1.1 million dollars to the current $1.8 million dollar grant, increasing the total amount of the grant to $2.9 million. The Federal EDA requires that the City of San Bernardino continue in the role as co- applicant with the IVDA for these grant funds and requires that the Mayor be authorized on behalf of the City of San Bernardino to execute the grant application. The additional grant amount of $1.1 million dollars requires only a 10% local match which will be contributed by the IVDA in the form of in -kind services subject to approval by the Federal EDA. This amended grant amount likewise does not require the City of San Bernardino to make any contributions towards meeting the local 10% matching share. All required pre- construction and construction supervision work and related activities will be administered by the City's Development Services Department in the same manner as have the other similar street, public improvement and infrastructure projects on the former Norton Air Force Base. The IVDA intends to use the remaining funds from the $1.8 million dollar grant plus the additional funds from the $1.1 million dollar grant to upgrade the following streets which are located within the proposed TecParc project: Otto Gericke Drive, Art Townsend Drive, "A" Street, Frank Bland Drive, Enterprise Drive, Rialto Drive and Memorial Drive. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION AMENDMENT TO THE UNITED STATES DEPARTMENT OF COMMERCE, ECONOMIC DEVELOPMENT ADMINISTRATION WHEREAS, the City of San Bernardino, California ( "City ") is a charter city; and WHEREAS, the Inland Valley Development Agency ( "IVDA ") was established by the Ilegislative bodies of the City, the County of San Bernardino, the City of Loma Linda, a charter Icity, and the City of Colton, a general law city ( "Members "); and WHEREAS, on January 24, 1990, a certain Joint Exercise of Powers Agreement became effective in which is set forth the purposes and powers of the IVDA in connection with the adoption of a redevelopment plan and acquisition of certain Norton Air Force Base ( "NAFB ") properties if and when available for acquisition; and WHEREAS, on February 12, 1990 and February 13, 1990, the Members approved and authorized the execution of a certain Amendment Joint Exercise of Powers Agreement ( "Amended Agreement ") which amended and superseded the Joint Exercise of Powers Agreement; and WHEREAS, the IVDA together with the City have received a grant from the United ' States Department of Commerce, Economic Development Administration ( "EDA "), in the amount of $1,800,000 for the design, construction and implementation of infrastructure improvements including: (i) the construction of street improvements including traffic signals, landscaping and underground utilities relative to Mill Street from Lena to Tippecanoe; and (ii) the construction of street improvements including landscaping and underground utilities relative to Otto Gericke from 3rd to Art Townsend, and relative to Art Townsend from Otto Gericke to Del Rosa ( "Improvements "); and - 9/7/9 1 2 3 4 51 6 7 81 91 i 10 11 i i 12 1J1 i 14 15 16 17 I 18 i 19 20 21 22 23 24 25 WHEREAS, the IVDA together with the City now desire to commence a formal grant application amendment with the United States Department of Commerce, Economic Development Administration ( "EDA "), for the issuance of an amendment to the grant for approximately $1,100,000 in additional funding to fund a portion of the design, construction and implementation of infrastructure improvements including: (i) the construction of street improvements including traffic signal modifications, landscaping and underground utilities relative to Frank Bland Drive from Art Townsend Drive to Enterprise Drive, and relative to Rialto Avenue from Frank Bland Drive to Del Rosa Avenue, and relative to Enterprise Drive from Frank Bland Drive to Del Rosa Avenue, and relative to "A" Street from Otto Gericke Drive to Frank Bland Drive, and relative to Otto Gericke Drive from "A" Street to Harry Sheppard Boulevard, ( "Improvements "), which along with those improvements already under construction are estimated to cost approximately $2.9 million, and NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA, DO HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: Section 1.
